Oregon State Bar is seeking a qualified individual to provide counsel to the Oregon State Bar (OSB) in the evaluation, investigation, and, where appropriate, negotiated resolution of ethics complaints made against Oregon lawyers. This position is authorized to work a hybrid schedule.What You Will Do:As Client Assistance Office Attorney and Assistant General Counsel:Receives and reviews inquiries concerning the conduct of attorneys. Analyzes facts and legal issues to determine whether misconduct may have occurred and exercises discretion to dismiss matters or refer for further investigation by Disciplinary Counsel.Drafts formal dispositional letters and memorandums.Responds to telephone contacts from the public.Manages a high-volume case load.Speaks and writes on ethics issues for Continuing Legal Education (CLE) programs and OSB publications.As Assistant Disciplinary Counsel:Investigates disciplinary complaints regarding Oregon lawyers and makes appropriate recommendations regarding those investigations to Disciplinary Counsel and the State Professional Responsibility Board.Gathers documents, interview witnesses, conducts legal research and analyze facts and legal issues to determine whether ethical misconduct may have occurred and exercise discretion to dismiss matters.Drafts disposition recommendations regarding disciplinary complaints, including dismissal letters, diversion agreements, and legal memoranda for the State Professional Responsibility Board, and prepares letters of admonition and stipulations for discipline. Other Duties:In both roles, models behavior and provides leadership that values diversity and incorporates inclusive and culturally competent practices.Serves as OSB liaison to committees and sections as assigned.Other duties as assigned.You may have any satisfactory equivalent combination of the following experience & training that ensures your ability to perform the work. We welcome the opportunity to review your background.Qualifications:Graduation from an accredited law school. Admission to practice law in Oregon with active membership in the Oregon State Bar, or the ability to be admitted through reciprocity within six months.At least five years of law practice. A broad range of subject matter and experience is preferred.High level of skill in legal analysis and writing.Demonstrated oral communications skills; in-person, on the phone, and in virtual formats.Demonstrated knowledge of legal ethics rules and principles. Experience in analyzing Oregon legal ethics issues preferred.Demonstrated knowledge of the Microsoft Office 365 Suite in a Microsoft Windows environment with particular emphasis on Word, Excel, and Outlook. Experience with database management programs helpful and not required. Ability to become familiar with OSB-specific programs and software.Competency in technology systems necessary to conduct the work of the program, including member databases, case management, and document management systems.Demonstrated typing proficiency.Interpersonal and conflict resolution skills with demonstrated ability to listen to, understand and manage difficult conversations.Ability to write articles for print publication.Demonstrated presentation and public speaking skills before a range of groups.Effective and productive use of time management practices, prioritizing, multi-tasking, and working in a fast-paced, detail-driven, service-oriented environment.Self-motivation skills requiring minimal supervision with ability to balance independent and team-oriented work.Ability to pay strict attention to detail.Ability to exercise sound judgment in keeping with the policies and objectives of General Counsel's Office, the Client Assistance Office, Disciplinary Counsel's Office, and the Oregon State Bar.Ability to be flexible, agile, and resilient in addressing expected and unexpected situations.Ability to exercise professional demeanor and a high level of customer service for a potentially demanding customer base in a variety of situations and with various interest groups or individuals with conflicting and competing needs, desires, and demands.Commitment to teamwork and cross-responsibility within a department and across departments.Job Related Physical Characteristics:Ability to communicate in person, in writing, by email, by telephone, and other communication media, e.g., video conferencing.Ability to communicate on the telephone for long periods.Ability to operate a computer for long periods.Ability to remain in a stationary position for long periods.Ability to manipulate data for program purposes and typing.Ability to use standard office equipment and computer peripherals.Ability to maintain focus and perform detailed work requiring concentrated effort for long periods.Ability to perform as a public speaker before a range of groups.Ability to travel overnight, inside and outside Oregon, for meetings, conferences, presentations, and seminars.Ability to work in an office and remotely as needed.For this exempt position, the salary range is $119,331.68-$138,458 annually. The OSB offers excellent benefits including voluntary 6% participation in the PERS program.
