Role: Senior Regulatory Attorney - Legal DepartmentLocation: Austin, TX (Hybrid - Minimum 2 Days On-Site per Week)Job type: Full time/Direct HireAs the independent system operator (ISO) responsible for managing the power grid serving most of Texas, the Electric Reliability Council of Texas (Client) oversees transmission system operations, grid planning, and the wholesale power market. The Client Legal Department is seeking an experienced Senior Regulatory Attorney to join its team.This role will focus primarily on federal regulatory and legislative matters affecting Client, including proceedings before the North American Electric Reliability Corporation (NERC), Federal Energy Regulatory Commission (FERC), and U.S. Environmental Protection Agency (EPA). The position will also involve state regulatory and legislative matters, particularly in the near term.The ideal candidate will possessExcellent written and oral communication skillsStrong judgment and analytical abilitiesA solid background in both Texas and federal regulations governing the electric power industryKey ResponsibilitiesRegulatory & Legislative Impact Analysis: Work with internal subject matter experts to assess the effects of proposed NERC standards, FERC rules, EPA regulations, PUCT rules, and both state and federal legislation on Client's operations, employees, and wholesale power market.Regulatory & Legislative Advocacy: Develop and submit comments on proposed standards, rules, and legislation as appropriate.Legal Counsel & Compliance: Advise Client employees on the impact of regulatory changes and participate in NERC audits and compliance activities.Industry Protocols & Procedures: Evaluate industry-driven changes to Client's Protocols, Operating Guides, Planning Guide, and Operating Procedures, providing input as necessary.Stakeholder Communication: Ensure effective communication with the Public Utility Commission of Texas (PUCT) on key federal and state initiatives.Reporting & Analysis: Prepare written summaries of important regulatory and legislative developments for Client executives, Board members, and key government stakeholders, including PUCT Commissioners.Representation in Regulatory Proceedings: May represent Client in PUCT or FERC contested cases, handling pleadings, discovery, case strategy, and oral/written arguments.Industry Engagement: May participate in ISO/RTO Council (IRC) committees as Client's representative.Internal Leadership & Oversight: Lead internal initiatives and oversee regulatory report filings required by PUCT rules.Alternative Dispute Resolution (ADR): Conduct legal research and propose Client's positions in ADR matters.Additional Legal & Regulatory Functions: Perform other related duties as needed.Qualifications & RequirementsExperience? Minimum 10 years of regulatory or legal experience beyond degree requirements.Education? Juris Doctor (JD) degree (Required)? bachelor's degree (Any discipline, Required)Licensure & Certification? Active license to practice law in Texas (Required)
