Job Summary:The Project Controls Cost Specialist is responsible for leading project control processes and collaborating with the project management team to ensure client satisfaction. This role requires experience in transmission, distribution, utility, oil, gas, and pipeline industries. The specialist will be responsible for tracking and reporting project schedules, budgets, and costs while providing data-driven insights and recommendations.Key Responsibilities:Project Controls & Cost Management:Lead project control processes, ensuring compliance with industry standards and client requirements.Validate the proper setup and management of Enterprise Planning & Controls software.Analyze data, logs, and reports in Enterprise Planning & Controls software or other tools.Ensure an appropriate Work Breakdown Structure (WBS) is utilized for project tracking.Develop and maintain cost reports, cash flow reports, and forecasts for multiple projects.Ensure accurate cost management and forecast reporting.Scheduling & Planning:Create and manage project schedules using critical path method (CPM) techniques.Conduct schedule what-if analysis to optimize project timelines.Lead Interactive Project Planning Meetings (IPPM) and present project control reports.Validate schedule progress and analyze schedule management methodologies.Reporting & Risk Management:Develop and implement project execution plans to drive efficiency.Establish a reporting data warehouse for program controls across multiple large projects.Perform progress measurement and analyze progress curves.Identify, assess, and oversee risk management processes.Conduct field audits to validate the accuracy of project controls reporting and processes.Perform Project Forensic Analysis to assess cost and schedule variances.Stakeholder & Contract Management:Serve as the point of contact for technical inquiries from project teams.Interface with the Project Management Team and Accounting Department to review project costs, contingency costs, and external audits.Support prime agreements, construction contracts, and subcontracts negotiations.Review and assess upstream (prime contract) and downstream (purchase orders & subcontracts) change ordersLeadership & Compliance:Provide leadership and training to team members to resolve complex project control challenges.Maintain and develop relationships with clients, customers, and contractors.Ensure compliance with all company policies, safety regulations, and industry standardsQualifications & Requirements:Education & Experience:Bachelor's degree in Engineering, Construction Management, or a related field (preferred).Minimum 7 years of direct project controls experience (required).Equivalent experience may be considered in place of a degree.Technical Skills:Proficiency in critical path scheduling, project cost management, estimating, and document controlExperience with Oracle Primavera P6 (preferred).Ability to develop detailed construction schedules integrating engineering and procurement activities.Strong analytical skills for cash flow analysis, earned value management, and forecastingProficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook)Soft Skills:Excellent presentation, written, and verbal communication skillsStrong attention to detail and problem-solving abilitiesEffective interpersonal and leadership skillsCertifications & Compliance:OSHA 10-hour safety certification (preferred).Ability to obtain and maintain compliance with EEO/Minorities/Females/Disabled/Veterans requirements.Additional Information:This position may require travel to project sites for field audits and inspections.The role involves working closely with cross-functional teams, including engineering, procurement, and construction teams.
