We provide advocacy, independent living skills training, peer support, information and referral services, and assistance with accessing resources related to housing, employment, transportation, and healthcare.Our goal is to enhance the quality of life for individuals with disabilities by offering the tools and support necessary to live independently. We serve residents of Solano and Contra Costa counties, working to create a more inclusive, accessible environment for people with disabilities.Job DescriptionReporting directly to the Executive Director, the Director of Programs will hold both internal and external-facing responsibilities, ranging from service delivery and project management to administration. In close partnership with the Executive Director, you will play a key role in charting ILRSCC's strategic growth and response to the increasing demand for services and advocacy. You will supervise the Executive Assistant and direct service staff across the Solano and Contra Costa offices.You are passionate about making a positive impact on individuals with disabilities and seniors, have a strong background in government contract reporting, and are ready to take on a leadership role in a mission-driven organization. Major Responsibilities:Reporting & ComplianceOversee the preparation and timely submission of reports to county stakeholders and the Solano Transportation Agency, ensuring accuracy and adherence to guidelines.Prepare and submit monthly, quarterly, and annual reports as required by funders, ensuring compliance with reporting standards.Implement staff training and orientations to maintain accurate, up-to-date, auditable, and confidential case records and reporting, demonstrating compliance with grant requirements.Assist the ADRC (Aging and Disability Resource Center) coordinator in reporting, training, and maintaining records, ensuring consistency in AB204 reports.Ensure the accurate preparation and submission of the 704 Federal Report annually, with detailed checks and adjustments, especially for quarterly reports.Coordinate the biannual state reporting process, including submitting complex applications for new grants every three years and annual amendments. Collaborate with the Executive Director to compile a comprehensive 60-page report on program outcomes and statistical data.In partnership with the Executive Director, maintain and update the Administrative Memorandum System, revising existing policies and developing new procedures as needed.Program ManagementAssist in developing and refining goals and objectives for all ILRSCC service programs.Plan and execute outreach activities to underrepresented groups, enhancing visibility and community engagement.Help design the agency's planning process to ensure effective service provision.Oversee the monthly deployment of iPads to consumers, ensuring timely delivery, processing of voice assistance applications, and resolution of invoice-related issues.Build and maintain collaborative relationships with external organizations and partners.Recruit and manage volunteers, coordinating their activities to support service initiatives.Ensure compliance with non-profit status, including maintaining the fictitious name statement, DUNS number, and other regulatory activities.Supervision of Program CoordinatorsSupervise direct service staff and program coordinators responsible for key initiatives such as Disaster Preparedness, ADRC, Assistive Technology (AT) services, and Independent Living support.Ensure accurate reporting and resolve discrepancies, providing guidance and support to staff to guarantee the accuracy of program outcomes.Mentor and oversee staff, fostering professional development and promoting a collaborative, high-performing team environment.Evaluation & Process ImprovementRegularly evaluate program effectiveness by monitoring outcomes and identifying areas for improvement.Work with the team to implement best practices for reporting, training, and program delivery.Stay informed of state and federal regulations, recommending program adjustments to ensure continued compliance and enhance service delivery.Consumer Interaction & Conflict ResolutionAddress and resolve consumer complaints and concerns with professionalism, sensitivity, and empathy, especially when working with individuals with disabilities.Train staff in effective communication and de-escalation techniques, providing guidance on managing difficult consumer situations.Offer support to staff in resolving conflicts, helping them find empathetic solutions to challenges.QualificationsEducation and ExperienceBachelor's degree AND 3 years of experience in disability-related programs.Minimum 3-5 years of experience in administering service programs, including staff supervision and/or non-profit/business administration (Experience may include paid staff or volunteer work in services for people with disabilities).Proven experience in reporting to government agencies, especially within non-profit organizations with government contracts.Personal disability experience required (personal disability or have worked with people with disabilities).Strongly desire, bilingual skills (English/Spanish, English/Punjabi, or English/ASL).Skills & AbilitiesAbility to read, analyze, and interpret reports and legal documents related to independent living centers.Strong attention to detail and ability to manage complex data for accurate reporting.Strong writing skills.Skilled in responding to inquiries and complaints from consumers, families, staff, local or regulatory agencies, and the public.Excellent communication and problem-solving skills, with the ability to handle difficult situations professionally and empathetically.Proven ability to de-escalate tense consumer interactions effectively.Stress LevelModerate to High. Expected to think clearly in emergencies, meet deadlines, manage interpersonal conflicts, and handle frequent interruptions.Working ConditionsIn-person, exempt position. The role requires a high level of responsibility, attention to detail, and the ability to manage multiple priorities independently.CompensationSalary range: $75,000 - $95,000.
