PURPOSE OF POSITION:The Senior Addiction Counselor II participates in and/or leads the development of clinically sound, culturally relevant, and medically monitored treatment programs, case management, care coordination, and other supportive and consultative services for individuals in Substance Use Disorder (SUD) treatment, in a sensitive and caring manner, and promotes the notion of recovery and self-sufficiency. The Senior Addiction Counselor II ensures optimal utilization of resources and services, and compliance with all applicable local, state, and federal rules and regulations and NYC Health and Hospitals standards of care to improve outcomes and patient experience.AREAS OF RESPONSIBILITIESCultivating Dreams Together; Outpatient Treatment Services (CDOTPS)SUMMARY OF DUTIES AND RESPONSIBILITIES:Is able to perform the duties and responsibilities of an Addiction Counselor, Level I and II, and a Senior Addiction Counselor I, at a more difficult and responsible level.Supervises credentialed and non-credentialed staff (clinical and administrative supervision, coaching, mentoring, etc.); provides orientation to new staff; monitors, reviews and evaluates the work and job performance of staff; provides feedback and recommends personnel actions to maintain high standards of clinical care; prepares and assigns work schedules (including coverage plans) and oversees time and leave.Provides oversight of patient care to ensure that clinicians are providing safe, high quality, evidence-based, integrated and accessible services; provides clinical consultation and guidance to the multidisciplinary team; facilitates team meetings and case conferences.Functions as a primary counselor and/or provides coverage for staff in their absence (i.e. assessments, individual and group counseling, family sessions, care coordination, timely documentation etc.)Conducts intakes; assigns patients to clinicians; monitors, reviews and tracks caseloads.Demonstrates knowledge of, and best practices in, person-centered treatment planning and trauma informed care.In collaboration with the Addiction Program Administrator, is responsible for ensuring productivity standards that allow for appropriate clinical care and addresses fiscal viability.Meets with patients in other service areas for screening/assessment and consultation; makes recommendations and provides resources, as appropriate.Provides information, referral and linkage services to individuals and their families Completes prompt and thorough documentation of services.Provides crisis intervention and support by responding to and following-through in crisis situations; conducts incident investigations, reviews, and reporting.Provides and/or develops training and curricula, serves as a resource and facilitator for multidisciplinary in service trainings and staff development.Performs medical record reviews to ensure that staff are competently performing their duties and meeting job performance expectations, and also ensures compliance with policies, procedures, regulatory requirements, and overall productivity, expectations, and goals.Provides input for program planning; participates in the development and revision of policies and procedures; creates and revises standard work and workflows.Represents the health care setting in in-house and community-based meetings, events and activities in a manner that aligns with the mission, vision and strategic goals of the program and System.Leads, participates in, and/or completes internal/external quality assurance/performance improvement (QA/Pl) activities, programs, trainings and related mandated health care events, as required.Acts as a liaison between program leadership and program staff, consolidating and presenting feedback and information.Collects, tracks, monitors and analyzes data; completes and submits OASAS and other regulatory agency reports and surveys.Performs other related duties, as directed and assigned.Minimum Qualifications:Any individual working in a NYS Office of Addiction Services and Supports (OASAS)-Certified Treatment Program or newly-hired into the System in the title of Addiction Program Administrator in a NYC Health + Hospitals health care setting must have proof of completion of OASAS "Supporting Recovery with Medications for Addiction Treatment (MAT)" training.For Assignment to Level IIValid Advanced Counselor CASAC or Other QHP as defined in Section 800.4 (U) of the OASAS Treatment Services: General Provisions, Title 14 NYCRR Part 800 (including completion of the NYS Office of Addiction Services and Supports (OASAS) 30-hour Clinical Foundations I & II training.
