Position SummaryMustang Special Utility District ("Mustang") is a local governmental entity providing water and water reclamation utility service in Denton, Collin, and Grayson Counties of North Texas. We are the largest Special Utility District in Texas and in one of the fastest-growing areas of the country. Comprising over 44,000 connections over 220 sq. miles. Our motto is Second to None! We're looking for a key person to join our team as Director of Engineering & Development.The Director of Engineering & Development for Mustang Special Utility District is responsible for overseeing all engineering functions to support the district's mission of delivering safe and reliable water and wastewater services. This role involves managing infrastructure development, capital improvement projects, and regulatory compliance efforts. The District Engineer provides strategic leadership in engineering planning and project management, collaborates with external agencies, and advises the Assistant General Manager on technical and operational matters. This position requires both technical expertise and strategic foresight to ensure that the district's water and wastewater systems are efficient, sustainable, and capable of meeting future demands, and reports to the Assistant General Manager.Essential Functions:Engineering Project Oversight: Lead and manage engineering design and construction projects for water distribution, wastewater collection, and related infrastructure. Ensure that all projects are executed on time, within budget, and in compliance with applicable standards and regulations.Capital Improvement Planning: Develop and implement the Capital Improvement Plan (CIP) for district infrastructure. Assess the long-term needs of the community to prioritize projects that enhance system reliability, capacity, and efficiency.Technical Review and Compliance: Conduct technical reviews of engineering plans, specifications, and cost estimates for water and wastewater facilities. Ensure all designs meet regulatory standards, including TCEQ and EPA requirements, and align with district operational goals.Field Assessments and Troubleshooting: Perform field evaluations to assess infrastructure conditions, troubleshoot issues, and develop solutions for engineering challenges. Document findings, prepare recommendations, and coordinate with operations to address system improvements.Collaboration with Regulatory and Local Agencies: Liaise with external agencies such as TCEQ, TXDOT, and local municipalities to support infrastructure expansion and ensure project compliance. Coordinate on permits, design approvals, and interagency requirements.Development and Construction Coordination: Work closely with the Development Department to review project proposals, manage construction conflicts, and ensure projects adhere to district standards. Provide engineering guidance and support to field inspectors.Continuous Improvement and Innovation: Stay current with engineering advancements and industry best practices. Identify opportunities for process improvements, technological upgrades, and innovative solutions to enhance the efficiency and sustainability of district operationsStrategic Leadership and Core ResponsibilitiesEngineering Vision and Strategic Planning: Develop and lead the engineering division's strategic vision, setting long-term goals that align with Mustang SUD's mission to provide reliable, high-quality water and wastewater services. Ensure the engineering strategy supports sustainable growth and infrastructure resilience across the district.Infrastructure Development and Capital Planning: Oversee the planning and execution of capital improvement projects, prioritizing initiatives that enhance system reliability, regulatory compliance, and cost-effectiveness. Identify and secure funding sources, and allocate resources to maximize the impact of infrastructure investments.Regulatory Compliance and Risk Management: Ensure engineering practices and projects adhere to TCEQ, EPA, and other relevant regulations. Lead the division's risk management initiatives by assessing potential regulatory, environmental, and operational risks, and implementing mitigation strategies to safeguard district assets and public health.Innovation and Continuous Improvement: Champion technological advancements, industry best practices, and process innovations to optimize operations and improve service delivery. Identify opportunities to integrate new technologies, such as SCADA and GIS, to enhance system monitoring, data accuracy, and operational efficiency.Division Leadership and Team Development: Lead, mentor, and develop a high-performing engineering team, promoting a culture of accountability, professional growth, and collaboration. Establish performance metrics, conduct regular assessments, and implement development plans to support team members' career advancement.Interdepartmental Collaboration and Alignment: Work closely with other department heads, including operations, finance, and customer service, to ensure engineering initiatives align with district-wide goals. Data-Driven Decision Making and Performance Analysis: Use data analytics, modeling, and forecasting to inform strategic decisions and optimize engineering projects. Analyze system performance metrics and project outcomes to continuously improve engineering practices and maximize resource efficiency.Stakeholder Engagement and Representation: Serve as a key representative of the engineering division in interactions with regulatory agencies, industry groups, and community stakeholders. Provide technical insights, prepare reports, and present engineering recommendations to Mustang's executive leadership, Board of Directors, and external partners.Position Specifications:This position is classified as Exempt under the provisions of the Fair Labor Standards Act and is not subject to the organization's policies and procedures pertaining to overtime hours.Education:Required:Bachelor's degree in Civil or Environmental Engineering from an ABET-accredited program.Preferred:Master's degree in Engineering or a related field.Demonstrated experience in construction project management within the water/wastewater or public utility sector, including planning, budgeting, contractor coordination, and quality assurance.Certification:Required:Registration as a Professional Engineer (PE) in the State of Texas, or the ability to obtain within 6 months of hire.Preferred:Additional certifications in project management or water/wastewater operations.Experience:Required:A minimum of 5 years of relevant experience in water and wastewater project design, permitting, and construction, with specific experience in public or governmental utilities.Preferred:Experience in project management, hydraulic modeling, and infrastructure planning within a municipal or special utility district settingTraining/Professional Development Requirements:Ongoing Compliance Training: Participate in continuous training on TCEQ and other regulatory requirements relevant to engineering and environmental compliance.Technical Skills Development: Attend courses or workshops on advanced engineering software, hydraulic modeling, and emerging technologies in water and wastewater management.Leadership and Management Training: Engage in professional development for project management and leadership, particularly if managing team members or contractors on large-scale projects.Environment/Working Conditions:Indoor and Outdoor Work: Primary work in an office environment with frequent site visits for inspections and assessments. Outdoor work may involve exposure to weather conditions and uneven terrain.Physical Requirements: Ability to stand, walk, and inspect various types of infrastructure.
