E-470 strives to provide top-notch customer service, improve safety and save time for our drivers while being Colorado's one-stop-shop for tolling.JOB FUNCTION:As stormwater coordinator, the position will be responsible for developing, planning, implementing, and enforcing the Authority's stormwater management program. This includes oversight of environmental compliance associated with the Federal Clean Water Act, Colorado Quality Control Act and the Authority's Colorado Discharge Permit System (CDPS) Non-Standard Municipal Separate Storm Sewer (MS4) Permit. This position is responsible for carrying out assigned duties and functions to ensure the tollway stormwater assets are maintained, repaired, and inventoried to a high level of service for the safety of customers and protection of the environment.This includes supervising Authority contractors performing operations on the drainage assets and third-party contractors doing work as part of a ROW permit. This position will also be responsible for collecting and maintaining data in an asset management system as well as reviewing and processing invoices from contractors. This position participates as a team member overseeing the snow contract which requires shift work during storm events and will require some work on weekends and overnight as the storm dictates. RESPONSIBILITIES:The following duties are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required.· Develop, implement, manage and enforce the stormwater management program designed to reduce/eliminate the discharge of pollutants from the Authority's Non-standard MS4 permit to the maximum extent practicable. Manage overall compliance with non-standard MS4 permit and maintenance of the Authority's stormwater assets.· Develop, implement, manage and update the Authority's program description document including goals and objectives and complete annual reports in alignment with applicable federal, state, and local regulations. · Collaboration - Work with a variety of external and internal customers to ensure compliance with federal, state and local applicable environmental regulations. · Plan Review -review erosion and sediment control plans for construction projects and ensure long term operation and maintenance of permanent BMPs.· Inspections - Conduct field inspections of active construction sites to ensure compliance with regulations. Issues notices and recommend stop work orders as needed. · Perform inspections on the Authority's drainage assets and infrastructure and document results.· Work with contractors to perform maintenance and/or repairs on the Authority's drainage infrastructure.· Technical Expertise - stay informed about current environmental regulations, best practices and emerging technologies. Participate in stormwater management professional organizations. SKILLS AND EXPERIENCE:· Working knowledge of principles and practices of water quality and environmental regulations relating to stormwater and water quality issues. · Working knowledge of federal and state stormwater regulatory requirements. · Knowledge of Geographic Information Systems and its principles· Knowledge of water quality monitoring· Experience in public infrastructure asset management· Experience in construction of public infrastructure and highways· Working knowledge of AASHTO, CDOT, ACI and other industry standards and specifications.· Excellent communication skills and ability to work with a variety of contractors. · Project management and organizational skills Qualifications:· Bachelor's degree in engineering, Environmental Science, Natural Resources, or closely related field. · At least three years of stormwater management, environmental management, or closely related experience. MS4 permit oversight a plus. · An equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities may be considered.
