This position is located within the Health Care Health Care Delivery Management Administration (HCDMA), Department of Health Care Finance (DHCF). The Program Analyst has responsibility for oversight, coordination, analysis, problem solving, reviewing and reporting on maternal health programs and initiatives that impact quality of care and Managed Care programs in order to implement continuous maternal health care quality measurement and improvement within and across all maternal health programs administered by DHCF, and to support the implementation of the Center for Medicare and Medicaid Innovation (CMMI) Transforming Maternal Health (TMaH) model. This work will involve relating, clarifying, and exchanging information; resolving problems; making recommendations for corrective actions; providing analytical assessments related to health care quality and cost; and overseeing maternal health programs delivered by Managed Care Organizations (MCOs). The Program Analyst would work under the general supervision of the Supervisory Health Care Program Manager for the Health Care Delivery Management Administration (HCDMA). The incumbent exercises independent judgment and initiative in accomplishing assignments and projects. MAJOR DUTIES AND RESPONSIBILITIESAssesses and evaluates access to maternal health services by eligible Medicaid beneficiaries to support the TMaH model activities; assesses utilization of maternal health services; makes recommendations to the DHCF executive team to address access to care issues and other barriers identified in the delivery of maternal health services. Serves as the primary and lead personnel responsible for facilitating meetings and discussions with the MCOs on maternal health service delivery issues. Responsible for identifying baseline utilization within various age groups and demographics and developing relationships, interventions, protocols and processes to achieve targeted improvement, including those related to maternal health value-based payment. Responsible for addressing and resolving issues identified in service delivery of maternal health services; identifies gaps in maternity care; recommends and pursues necessary approvals when needed from executive staff. Serves as an advisor to resolve problems affecting Managed Care populations that are homeless and difficult to contact; develops, implements initiatives and programs to address service delivery to transient populations as well as populations with mental health and/or substance use disorders during pregnancy. Liaisons between DHCF, DC Health, DC Department of Behavioral Health, community providers, and the MCOs.Develops and implements procedures and guidelines for administering HCDMA maternal health programs and activities in accordance with governing legislation and legal mandates, and in accordance with the polices of DHCF. COMPETENCIESMastery knowledge of principles and practices of maternal health service delivery system reforms, and maternal health value-based payment and practice transformation principles.Demonstrated experience with managed care, coverage and coordination requirements, and policy development for maternal health services within Medicaid, CHIP, and Alliance.
