As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only, but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S. government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background check because of residency outside the United States, such individuals will be ineligible for Postal employment.Functional PurposePlans, organizes, and executes the design, construction, installation, and implementation of new systems, equipment, or controls of major significance, which are highly difficult and complex in nature, in support of the mail processing objectives of the Postal Service. Serves as the principal contact and coordinator of assigned programs.DUTIES AND RESPONSIBILITIESTranslates operating objectives for mail processing into functional requirements for facilities, or equipment, oversees the reporting, analysis, and evaluation of data from field operating units related to mail volume, productivity, or costs; integrates this information with technical data to determine functional specifications.Oversees the preparation and justification of engineering proposals and alternatives for complex mechanized systems and equipment; evaluates engineered systems and related costs to determine alternatives support mail processing objectives; provides program cost.Oversees engineering activities related to the design, construction, installation, test, and start-up of mechanized systems and equipment; provides technical management of contracts; evaluates contractor bids; makes recommendations affecting the selection of contractors; determines criteria for performance evaluation of proto-type equipment; controls program costs; certifies contractor requests for payment.Coordinates planning and implementation of mechanization systems and equipment programs with headquarters and field employees.Provides mechanical engineering consulting services, as required.Provides technical guidance to and coordinates the work of a small- to medium-sized group of mechanical engineers and technicians.Has frequent contact with contractors, professional consultants, officials of government agencies, and equipment manufacturers.SUPERVISIONManager unit to which assigned.The United States Postal Service has the following excellent and challenging employment opportunity for highly motivated and innovative individuals. Successful candidates must demonstrate through a combination of education, training, and experience the following requirements:RequirementsEDUCATION REQUIREMENT: Applicants must possess a Bachelor's or graduate degree in a mechanical engineering program or professional engineering program accredited by the Engineering Accreditation Commission (EAC) of ABET. Preference eligible veterans qualify with a valid license as a Professional Engineer and six (6) years of professional mechanical engineering experience. This requirement is waived for applicants who currently hold or previously held a USPS career Mechanical Engineer position prior to March 02, 2019.Knowledge of mechanical engineering principles, procedures and practices.Ability to develop functional requirements for facilities, systems, or equipment.Ability to provide technical guidance to and oversee and coordinate the work of mechanical engineers and technicians in the design, construction, installation, test, and start-up of mechanized systems and equipment.Ability to oversee the preparation of and justification of engineering proposals and alternatives for complex engineered systems.Ability to administer contracts for engineering projects, including evaluating contractor bids, recommending selection of contractors, and determining criteria for performance of prototype equipment.Ability to manage projects, which includes planning, determining resource requirements, developing timelines, tracking, and reporting results.Ability to communicate orally in order to discuss technical issues with contractors, professional consultants, officers of other government agencies, and equipment manufacturers and to make presentations to postal management, customer organizations, and vendor representatives.Ability to communicate in writing in order to prepare memos, project reports, work specifications and statements of work, and bid packages.This position requires an NACI clearance.
