Coastland | DCCM has an immediate opening for an experienced Construction Manager | Resident Engineer to oversee Capital Improvement Program construction projects for our public agency clients. The full-time position will be filled in our Santa Rosa office and require travel to serve our clients throughout the region.The candidate will have a minimum 10 years of experience in all facets of public works infrastructure construction projects including 5 years of experience as a licensed Professional Engineer (PE).Duties:Provide complex, paraprofessional engineering guidance to staff and clients.Coordinate and assign inspection personnel to ensure appropriate assignment to jurisdictions/ projects.Assign and coordinate inspector work priorities on a daily and weekly basis to ensure that assigned projects receive the appropriate amount of inspection in accordance with the contract.Ensure that inspectors are completing the appropriate paperwork and daily reports for all projects and submit paperwork to the Santa Rosa office and the client.Communicate and coordinate regularly with client representatives to keep informed of the project status and any upcoming issues, and provide updates for construction projects that are in progress.Meet regularly with inspectors; visit contract jurisdictions to conduct site visits and progress evaluations for projects; ensure inspectors are performing satisfactorily and have the appropriate tools and equipment.Identify training needs and provide training opportunities as appropriate.Research and stay current on laws, technology, practices, and procedures as relevant to the position.Provide timely and accurate service in response to client requests.Ensure project budgets are adhered to; review draft invoices for assigned construction inspection and management projects and bring any problems to the attention of the Construction Services Manager as soon as possible.Assist the Construction Services Manager, the COO and/or Marketing Staff in marketing the Construction Management and Inspection division.Assist in the preparation of proposals and budgets for upcoming projects.Assist the Construction Services Manager with training, supervision, and performance evaluations of inspectors and support staff.Assist annually in setting goals and action plans for expansion of the Construction Management and Inspection division.Knowledge of:Methods used in effectively leading, directing the work of, and training othersProblem solving techniquesSurveying principles and practicesMaterials sampling and testing methods and techniquesEngineering design and construction practicesQuantity and cost estimatingCustomer service techniquesPrinciples of project planning and administrationPrinciples of statistics and mathematics as applied to engineering construction tasksConstruction methods, techniques, and materials used for public works projectsApplicable federal, state, and local laws, rules and regulations, and construction standards pertaining to public works projectsPublic contracts and the Public Contracts Code and proceduresSafety and labor code compliance and applicabilityStrong personnel, fiscal, organizational and time management skillsConstruction administration and management systems, procedures and techniquesAbility to work outdoors in varying weather conditions and to traverse difficult terrain.Valid California driver's license and a clean driving record.A California professional engineer (PE) license is preferred but not required.Certified Erosion, Sediment & Storm Water Inspector (CESSWI) and/or QSP/QSD desired.Benefits:Coastland | DCCM offers a highly competitive compensation package based on experience.
