We are looking to staff a Sr. Program Analyst for one of our DoD clients, the Office of Naval Research. Key Responsibilities: Technology Assessment: Evaluate the feasibility, relevance, and potential impact of new technologies on naval operations. Provide recommendations to senior leadership.Collaboration: Foster collaboration with internal and external stakeholders, including scientists, engineers, government agencies, and industry partners, to build strategic alliances and leverage expertise.Budget Management: Manage project budgets, allocate resources efficiently, and ensure cost-effectiveness.Risk Assessment: Identify potential risks, challenges, and opportunities associated with research projects and/or S&T portfolio planning and implementation.Reporting and Documentation: Prepare detailed reports, presentations, and documentation as necessary to effectively communicate research findings, portfolio status, and/or strategic plans to leadership and stakeholders.Assist ONR personnel in overall variety of services to support the execution and seamless operation of, but not limited to, the following programs: Future Naval Capabilities, Technical Candidates, Innovative Naval Prototypes, Seedlings, Disruptive Technologies, Technology Innovation (innovation outreach), Operations Analysis that includes Technology Innovative Games (TIG), ONR Experimentation, Intelligent Autonomous Systems, Artificial Intelligence and Decision Tools, Speed-to-Fleet using Budget Activity (BA) 4 funding, Joint Technologies leveraged with OSD, ONR Portfolio Council, as well as Basic and Applied Research support.Provide technical, program management and financial analyst support, including support of strategic planning activities, execution and management of ongoing and, planned programs, technical reviews and assessments. Support tasks include Innovative Naval Prototypes (INP): Provide monthly monitoring and Command reporting as required. Provide technical, program management and financial analyst support, and general support of the day-to-day program oversight, execution, and coordination tasking. Operations Analysis (OA): The contractor shall assist with operational analysis through studies, workshops and gaming to assist with identifying Navy and Marine Corps capability needs that can be addressed with S&T solutions. The contractor shall assist in the coordination, support, organization of conducting special studies, workshops, and/or war-games including technology innovative games (TIG).EducationA Bachelor of Science degree, received from an accredited college or universityQualifications/ExperienceCurrent Secret Clearance Proficiency with commercial software packages, to include at a minimum Microsoft Office (specifically, Word, Power Point, Project, Outlook and Excel) and SharePoint.Ability to communicate clearly and effectively and address complex issues verbally and in writing.5-7 years of experience in rapid (quick reaction) S&T product development and testing.Experience in the S&T process as it pertains in working with Naval WarfareCenters, labs and University Affiliated Research Centers (UARC's), and a strong working knowledge of the operational naval forces.Experience in technical program management of programs more than $1M.Experience interfacing with various performer types such as academia, industry and government performers. Experience in assisting in the management of large complex technical development programs.Experience in preparing program material and answering data calls from senior navy leadership.
