Every employee takes a person-centered approach that exemplifies the ICARE values (Integrity, Compassion, Accountability, Respect, and Excellence) through empathic communication and partnerships between all persons.Job DescriptionSUMMARY OF DUTIES AND RESPONSIBILITIES:General tasks and responsibilities will include:Assist in overseeing the City and Non-City capital infrastructure portfolio.Play a lead role in reviewing Certificate to Proceed (CP)submissions; ensure that proper documentation and protocols are followed; assist with the preparation of final CP documentation and submission to OMB.Advise facilities on responses to OMB's CP questions.Follow up with facilities on the status of CP responses.Manage CP workflow ensuring that project requests are logged in the CP Tracker; document OFD activity in support of the facility, as well as OMB's CP approvals.Create new project IDs, Budget Code Modifications and Object Code Modifications in FMS.Set up new accounts in PeopleSoft; prepare and share Capital Project Budget Authorizations (CPBAs) with facilities.Review Non-City funding proposals (grants, internal financing, etc.) and document approvals.Assist with internal workflow including the review and approval of Work Orders, Change Orders and contracts based on funding sufficiency.Support facilities and OFD accounting staff in resolving budget issues in PeopleSoft and FMS.Assist in updating the Capital Commitment Plan on quarterly basis.Conduct project budget reconciliations and ad hoc analysis as needed.Work with Central Finance to manage the capital reserve account; support OFD leadership in releasing capital reserve funds for critical and unfunded infrastructure projects.Support the budget unit, junior staff and facility capital leads in various ways.Minimum QualificationsA Master's degree from an accredited college or university in Healthcare, Hospital, Public or Business Administration, Industrial/Organizational Psychology, Organizational Behavior or a related discipline and three (3) years of full-time experience planning, developing and monitoring programs, systems and/or procedures in support of administrative management initiatives, one (1) year of which must have been in a responsible managerial or supervisory capacity; orA Baccalaureate degree from an accredited college or university in disciplines, as listed in "1" above and four (4) years of full-time experience, as outlined in "1" above, two (2) years of which must have been in a responsible managerial or supervisory capacity; orA satisfactory equivalent combination of education, training and/or experienceDepartment PreferencesKNOWLEDGEABLE INCP WritingNYC Capital Budget ProcessPivot TablesAnalyzing dataYEARS OF EXPERIENCE: Two years in a budget or financial capacityPREFERRED SKILLS:Critical thinkerAdvanced Excel data management skillsWriting and communication skills
