At Big Star Transit, everyone is valued and included.THE WORK: As a Drug & Alcohol Program Manager this role serves as the company's Designated Employer's Representative (DER). Big Star is growing significantly, and this is a vital role to the continued success of the business.Responsibilities: Management of Drug and Alcohol Program for the Big Star's DOT and Non-DOT programs (includes two separate DOT programs) and acting as the Designated Employer Representative (DER) Responsible for comprehensive knowledge of regulations, such as 49 CFR parts 40, 219, 382 and 655.Present training to team members with respect to the Drug/Alcohol Program and the use of the Third-Party Administrator (TPA) vendor system. Conducts new and recurrent training on reasonable suspicion drug/alcohol testing and substance abuse policy updates.Oversees the random drug and alcohol testing process and tracks the results. Administers the DOT and non-DOT drug testing program according to company policy and federal regulations; serves as the Designated Employer Representative for the FTA anti-drug and alcohol policy requiring individual to be a subject matter expert. Produces detailed reports of monthly/ annual testing statistics on a regular basis. Prepares and submits reports to ensure compliance with State and Federal drug testing requirements.Coordinates with Team Members, Vendors and Applicants to schedule all DOT pre-employment tests to ensure results are received timely and prior to hire date.Liaises with management, D&A vendors, and 3rd party drug testing clinics on a regular basis to discuss testing statistics and test results. Partners with Legal, Labor Relations, and Human Resources to identify regulatory, compliance, or other risks, interprets the DOT (Department of Transportation) Drug & Alcohol regulations covering the FTA, to ensure on-going compliance. Facilitates audits by government agencies such as the FTA and DOT and liaise and produce documents and reports for these agencies.Prepares and maintains records, files, and reports relative to drug & alcohol testing.Recommends process improvements to continuously improve efficiency.Effective maintenance of records and process monitoring both internally (Operators) and externally (Clinics, MRO, vendors, etc.).Tracks violations and prepares statistical reports of types of actions taken. Reports to Management on a timely and regular basis.Prepares and maintains drug and alcohol testing files, assuring accuracy, compliance and confidentially.Perform all other duties and projects that may be assignedEducation + Experience: RequiredBachelor's Degree or five (5) years equivalent professional experienceCurrent Designated Employer's Representative CertificatePreferredFive (5) years' experience in drug and alcohol program administration or Human Resources with exposure to DOT, FTA, drug testing guidelines3+ years' experience working as a USDOT Certified Drug & Alcohol Testing Professional/Collector and Breath Alcohol TechnicianOne (1) year supervisory/managerial/lead experience Strong organizational and analytical skills required.Strong attention to detail; ability to multitask essential.Strong written and verbal communication; ability to effectively and professionally present information and respond to questions from management, employees, vendors, and agencies.Strong technology background including MS Office Suite and InternetPrior knowledge of principles and practices of substance abuse program administrationMust be able to interpret and apply laws and regulations as written in the Federal Register and regulations CFR 49 Part 40, 219, 382 and 655Well-developed ability to provide clear, effective, timely and constructive feedback to candidates, team members and leadership.Must maintain a high level of confidentiality and discretion.Self-motivated, extremely organized, with administrative experienceLanguage Skills: RequiredAbility to speak and write proper EnglishTechnical Experience: Required: Compliance experience, specifically DOT and FTA rulesKnowledge of DOT FTA regulations and requirementsStrong communication and organizational skills Big Star is an Equal Opportunity Employer.
