Summary of position:The New York City jail system is the second largest in the nation. Approximately 25% of new admissions per year to the NYC jail system will receive care on the mental health service. The service strives to provide safe, holistic and evidence-based therapeutic interventions for the diverse range of mental health issues that face the population, from serious mental illness to the natural struggles that accompany incarceration. The service provides some of the most comprehensive and unique treatment modalities in the country, including specialty housing units for individuals with serious mental illness, a 24-hour on-call psychiatric service, robust creative arts programming, a strong DBT training program, clinics in each of the facilities, substance use treatment, medication assisted treatment (MAT), integrated re-entry services that includes alternatives to incarceration, and relationships with multiple training institutions throughout the city.Furthermore, CHS has been engaged in an effort to better identify people with neurodevelopmental/neurocognitive disorders and to utilize psychological testing to connect people to services in the community (e.g., with OPWDD).This full-time position reports to a Deputy Clinical Director of Mental Health in the Division of Correctional Health Services. They are responsible for the clinical oversight, management, and innovative development in specific mental health treatment areas, including standard mental observation (MO) units, specialty MO units (PACE/CAPS), therapeutic outposted units, and general population clinic settings in one of the jail facilities in New York City.The Senior Clinical Supervisor is responsible for maintaining Clinical Supervisor responsibilities including the clinical integrity of the specific program or housing area to which they are assigned, ensuring that all clinicians are providing appropriate and timely clinical interventions and documentation. Depending on the treatment area, s/he manages patient admissions and discharges, monitors and engages in treatment, oversees quality assurance, manages on-going training and education for treatment-area staff, performs other managerial administrative tasks including liaising with DOC, and provides direct care to a caseload and is responsible for the accompanying medical record documentation.In addition to current Clinical Supervisor responsibilities, the Senior Clinical Supervisor is responsible for providing supervision to other Clinical Supervisor/s, including orientation and ongoing support/supervision, providing supervision for licensing hours for pre-licensed psychologists or for LSW looking to obtain a Clinical license, and offering ongoing trainings to the MH serviceExamples of Responsibilities:Provide supervision to other Clinical Supervisors including for the purpose of licensing hours.Provide ongoing trainings to the mental health service.Formulate and implement procedures for operating, monitoring, and evaluating mental health programs and services in assigned area of responsibilityDevelop and lead staff training programs and exercises to maintain a culture of learning and clinical excellenceServe as the clinical leader for the assigned area of responsibility and provide weekly individual and in-person supervision for all assigned mental health clinical staff; review diagnostic, treatment, and level of care decisions and documentation; ensure adherence to policies and procedures; and conduct clinical case conferencesLead daily multi-disciplinary meetings with all mental health staff in the assigned area of responsibility, including DOC when appropriate.Provide quality assurance and quality improvement as directed by the Clinical Director of Mental HealthCoordinate re-entry services with the social work staff in the assigned area of responsibilityMeet regularly with the Clinical Director of Mental Health or assigned supervisor to provide meaningful input into program design and policy formationPersonnel management of the clinical staff, with assistance from the Clinical and/or Medical Directors as needed, including recruiting, mentorship, supervision, and disciplinary procedures50% of time must be devoted to direct clinical care, some of which may include supervision of trainees. Timely and clear documentation of supervision and clinical care is expected.Mental Health admin on-call responsibilities at least two weeks a year.Department Preferences:Excellent interpersonal communication skill sand ability to work collaboratively with other disciplines, including DOC staffStrong leadership skills with ability to identify staff needs and provide mentorship and education to suit those needsStrong supervisory skillsExcellent diagnostic assessment and treatment skillsEducationPh.D. or Psy.D. in Psychology or LCSWNew York State license in good standingExperienceAt least two years of experience as a clinical psychologist working with individuals with mental illnessAt least one year of experience working in a public or correctional settingOne year supervisory experienceA Master'sDegree in Art or Sciencewith a specialization in HospitalAdministration, Health Care Administration, Administrative Medicine or in Public Health when conferred for a program in hospital administration from an approved college or university; andFive (5) years of administrative experience and background at responsible management and administrative levels; orEquivalent combination of training, education and experience in related fieldsand educational disciplines; andKnowledge of fundamentals of health care facility organization, administration and standards, regulations and laws applicable to health care facility operations; knowledge of principals of business and human resources administration, management functions, and support services, and ability to direct and supervise personnel.Department Preferences:Master's Degree in Public Administration, Public Health, Health Care Specialization, Social Work, Psychology or related field; andThree (3) years of increasingly responsible experience in hospital or regulatory agency administration, with particular emphasis on development and evaluation of mental health delivery services; orPossession of a valid license and current registration to practice in a mental health field issued by the New York State Education Department (NYSED).
