Congress recognized the need for an organization to serve as an interface between government and the private sector - one that serves as a resource to those who plan, design, procure, construct, use, operate, maintain, renovate, and retire physical facilities. We bring together experts from throughout the building industry, design, architecture, construction, and government. We lead conversations to ensure our buildings and communities remain safe, and we work to seek consensus solutions to mutual problems of concern. SUMMARY The Data Analyst at the National Institute of Building Sciences plays a crucial role in shaping and enhancing the organization's data strategy and integration with existing systems for various public and private clients. Working closely with program sponsors, stakeholders, and cross-functional teams, the Data Analyst ensures that data projects are delivered on time, within budget, and meet quality standards. This position involves defining data requirements, creating governance frameworks, developing tools to prototype new capabilities, and providing recommendations for client system integrations to empower new workflows. The role demands strong analytical skills, proficiency in data manipulation, and a solid understanding of data governance principles. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Provide advice on optimizing and establishing organizational data strategies. Recommend strategies for the integration of new systems with existing platforms, technologies, workflows, and IT infrastructure. Define and recommend general and specific data requirements to support organizational objectives. Generate and maintain frameworks to guide data governance norms across the organization. Support and document interoperability and data exchanges between various systems. Develop new tooling workflows and generate code as necessary to prototype new capabilities and improve existing processes. Create and manage test datasets and real-world scenarios for process evaluation and system testing. Design and execute data manipulation workflows to support efficient project delivery. Maintain and update organizational dashboards for real-time data visualization and decision-making support. Manage and ensure that data pipelines are integrated and not operating in silos. Assume responsibility for development projects individually and as part of a team as assigned. Define project deliverables and milestones and monitor progress to ensure timely and successful delivery. Define project requirements and work with stakeholders to ensure alignment with business objectives and strategic goals. Coordinate project resources to ensure efficient and effective use of resources. Establish and maintain effective communication and collaboration with project sponsors, stakeholders, cross-functional teams, and external partners Facilitate project meetings, workshops, and other collaborative sessions to drive project success and alignment. Provide regular status updates and reports to project sponsors and stakeholders, including progress, issues, risks, and budget status. Monitor industry best practices, state-of-practice approaches, and evolving technology/methods; alert NIBS team members to new developments and tools available. Attend professional meetings, seminars, and training courses to maintain state-of-the-art knowledge of technical advances and applications. Work as part of a team and collaborate with team members daily. Address, support, and adhere to privacy, security, and data protection concerns within data handling processes. Regularly update and maintain project metrics to reflect current statuses and outcomes. SUPERVISORY RESPONSIBILITIES Not applicable. EDUCATION and/or EXPERIENCE Must possess, at a minimum, five years of relevant experience and a bachelor's degree from an accredited institution recognized as such by the U.S. Department of Education. Minimum five years' experience can include managing and planning development projects in the industry of the built environment; documenting business requirements, processes, and procedures; and communicating effectively required Has experience in the following areas: Databases and data management systems such as SQL, NoSQL, and cloud-based data solutions like AWS, Azure, or Google Cloud. Using data visualization tools such as Tableau, Power BI, or similar platforms to create insightful dashboards. Documenting business and data processes via graphical and written interfaces such as Visio, Mural, Miro, or ARIS. Project management methodologies and tools, including project planning, scheduling, resource management, risk management, and budgeting. Preferred experience: Developing environments for, testing, and training Artificial Intelligence models. With data integration tools such as FME, Apache NiFi, Talend, or Informatica. Involving building design, construction, or operations. Building tools with Google Suite. TECHNICAL and OTHER SPECIALIZED SKILLS and ABILITIES Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy. Understanding of data governance principles and practices to ensure data integrity and compliance. Ability to program in languages such as Python, R, JavaScript, and/or C++ to develop tools and automate data processes. Capable of managing projects, coordinating with different teams, and ensuring timely delivery of data-related tasks. Highly capable and willing to work in a collaborative team environment, with a focus on positive relationship building. Excellent problem-solving abilities to address challenges in data management and integration. Must be highly organized. Agile and adaptable work style. Excellent written and graphical communication skills (reports, correspondence, proposals, presentations, verbal and non-verbal, etc.). Knowledge of relevant data privacy and protection laws and regulations to ensure compliance in data handling and storage. Knowledge of Building Information Modeling (BIM) processes preferred. Knowledge of BIM tools and technologies such as Revit, CAD, Navisworks, and BIM 360 (or comparable tools) preferred.
