Applications will be screened on a weekly basis.THE POSITION The Public Works Inspector performs skilled and technical engineeringconstruction inspection of work quality and materials used in a variety of street infrastructure and utility public works construction projects, encroachment permits and developments to ensure conformance with approved plans, specifications and departmental regulations, State and Federal codes and regulations, and performs related duties as assigned. THE IDEAL CANDIDATEThe ideal candidate will have a strong background and work experience in general construction andor public works construction, including the ability to:Display experience as a highly motivated team player in a fast-paced operation; Prepare, organize, and maintain inspection, field, and office data, reports, and systems;Perform required mathematical computations as related to public works improvements; Apply technical knowledge and enforce necessary regulations with firmness and tact;Effectively communicate complex technical information, both orally and in writing;Follow proper inspection techniques to examine workmanship and materials; Detect deviations from plans, regulations, and standard construction practices; Work independently while understanding and carrying out oral and written direction; Ability to provide long-range planning and implementation of construction and maintenance projects;Experience in developing, implementing and monitoring maintenance programs, standard operating procedures and safety programs;Familiarity and skill in coordinating work with contractors and other City departments;Strong ability to facilitate cross-departmentalbusinessindustry communications to increase collaboration and efficiency;Utilize computer and office applications; andReview data, summarize results and develop written reports.WORK DEMANDSThe Public Works Inspector regularly works outdoors and may be exposed to variable weather conditions, confined spaces, and possible exposure to unstable environments. May be exposed to wet andor humid conditions, fumes, smoke andor airborne particles, hazardous chemicals, mechanical and electrical hazards, risk of electric shock and vibration. ESSENTIAL FUNCTIONSThe duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.Provides inspections of the methods and materials used in the construction of roads, streets, alleys, sidewalks, curbs, gutters, storm drains, catch basins, driveway approaches, culverts, sewers and waters systems in both subdivision development and contract projects;Inspects residential lot drainage and sewage facilities and grading, including slopes; reviews and interprets construction plans and specificationsConsults with supervisor or project manager on deviations, calculates materials, converting cubic measurements to weight for comparison to bid estimates;Makes straight edge tests and checks proper reduction of high spotsInspects forms and concrete pouring, checks delivery tickets; inspects a variety of underground facilities, including trenching, line and grade, alignment of pipe and quality of joints, back filling of utility pipe and quality of joints, and back filling of utility trenchesInspects traffic signal installations, traffic control measures, street striping and channelization.Submits detailed reports on work progress and material quantities. QUALIFICATION GUIDELINES EDUCATIONEXPERIENCETRAININGGraduation from High School or GED, supplemented by technical trade course work in algebra, geometry, trigonometry, public works inspections andor surveying. Four (4) years of increasingly responsible experience in Public Works construction andor inspection. LICENSES AND CERTIFICATIONSPossession of or ability to obtain a valid Class C California Driver License and a satisfactory driving record is a continuing condition of employment.American Public Works Association (APWA) Certified Public Infrastructure Inspector certification, ACIA Registered Construction Inspector in Public Works certification, or equivalent is highly desirable. SUPPLEMENTAL INFORMATION In accordance with California Government Code Section 3100, City of Monterey Park employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.Applicants with legal disabilities who require special testing arrangements must contact theHuman Resources Department at least five (5) days prior to the examination date.New hire candidates must show proof of full Covid vaccinations prior to being hired. HOLIDAYS: 116 hours of paid holidays per year. VACATION: 80 hours of vacation each year plus eight additional hours for each year served beginning with the employee's sixth anniversary to a maximum of 200 hours per year. SICK LEAVE: 96 hours of sick leave. Cash out and reimbursement options are available with restrictions. Automatic enrollment in catastrophic leave bank. MEDICAL INSURANCE: The City contributes up to $1,450mo toward medical insurance for employees, eligible dependents and retirees. Employees have a variety of medical insurance plans to choose from. Those who waive City-paid medical coverage & present proof of insurance in a non-City employee's health insurance plan will receive $300mo. cash in lieu. DENTAL INSURANCE: The City contributes up to $100mo toward dental insurance for the employee & eligible dependents. VISION INSURANCE: The City contributes up to $30mo toward vision insurance for employee and eligible dependents. LIFE INSURANCE: The City provides a $100,000 life insurance policy. Additional life insurance is available. LONG TERM DISABILITY INSURANCE: The City pays the premium for long-term disability insurance for the employee. RETIREMENT: Employees are covered by the Public Employees' Retirement System at, 2.7%@55 (Classic), single highest year or 2%@62 (PEPRA), three average years, as determined by PEPRA. Classic members pay the full 8% and new members pay 7.25% of the employee contribution. The City does not participate in the Social Security System, except for the mandatory 1.45% Medicare contribution. EMPLOYEE ASSISTANCE PROGRAM: Regular, full-time employees are eligible for participation in the Employee Assistance Program that provides confidential counseling and consultation services for family, stress, financial and legal issues. MEDICARE: Employees pay the mandatory 1.45% contribution. CREDIT UNION: F & A Credit Union is available to employees. DEFERRED COMPENSATION: Available to all employees who wish to participate. The City contributes up to $50 per pay period for enrolled employees. BILINGUAL PAY: $50.00month for the ability to speak a qualified second language. An additional $100.00month available for the ability to translate documents in a qualified second language. TUITION REIMBURSEMENT: Those who have passed probation are eligible for reimbursement up to $3,500 annually for approved courses & books at Cal-State LA University tuition rates.
