Post Internal Days 0 Category Quality Management Description DEPARTMENT: Performance Management, Measurement & Improvement (PMMI)REPORTING TO: Assistant Executive DirectorDESCRIPTIONThe Operations Evaluation Analyst is a data scientist responsible for gathering, validating, optimizing and interpreting data sets, conducting quantitative and qualitative statistical analyses and modeling to inform decision making for continuous quality improvement (CQI) for all programs under CGS's auspice including all DOHMH, OMH, OPWDD, OCFS, ACS and ORR regulated programs.RESPONSIBILITIESCreate interactive dashboards and data visualizations that facilitate decision making among programmatic areasImplement user interface improvements of our Electronic Health Record (EHR) system based on changing needs of programsProject manage information systems development and implementation initiatives that align with value-based outcome measuresEstablish and maintain data management and data dictionary across technology platforms and reportingDevelop a thorough understanding of the practice workflows for each individual program, and how it uses the respective data platformsDesign and prepare management reports defining and evaluating programmatic operational challenges and solutionsProvide support and guidance to develop PMMI team members to increase their skills in the following areas:Automate regular reportingData management and analysisDevelopment and implementation of data tools, forms, trackers, etc.Ability to create and present clean dashboarding for all programsQUALIFICATIONSStrong proficiency in Excel: Advanced Formulas (e.g., Index, Match, Vlookup), Pivot Tables, Slicers, and Power QueryStrong background with T-SQL query language and SQL Server Management.Must have Relational Database Management experience: creating tables, uploading external tables, linking tables and databasesDemonstrated ability to transform raw data into meaningful and visual forms used for interpretation using sophisticated applications such as Tableau and Power BI or other business intelligence softwareExperience managing Electronic Health Records preferredAbility to translate project requirements and needs into actionable data visualizations, reports, presentation, and other products as necessaryExperience in data mapping, data integration and data warehouseCommunicate effectively with other team members to support more advanced data manipulation and analytic tasks and visualizationsAble to automate and generate reports derived from different data sources using various tools: Microsoft Access, Microsoft SQL Server Reporting Services (SSRS), and Microsoft Report BuilderProficiency with statistical programming packages such as SAS, R, Python is a plus but not necessaryCommitment to program excellence and demonstrated knowledge of information systems and data analyticsMaster's Degree in applied research, statistics, data science, or related field preferredAbility to participate in the development of appropriate outcome measurements and Key Performance Indicators developmentAbility to develop and deliver trainings and presentations to a broad audienceAttention to detail and excellent writing, communication, and interpersonal skillsAbility to handle multiple assignments and deadlinesWillingness to work as part of a team processExperience supervising a teamAttention to detail and proactivityAPPLICANT RESPONSE REQUIREMENTSApplicant must furnish a written response to the following questions:Why is the applicant interested in this position?How has the applicant's prior experience and education prepared himher to effectively perform the requirements of this position?What special skills and qualities does the applicant bring to this position and how will they be manifested in this position?INSTRUCTIONS FOR APPLICANTThe applicant must submit a copy of hisher resume, along with a written response to each of the above questions.
