Position Objective: This position is responsible for planning, directing, managing, and evaluating all functions of the Maintenance of Way (M of W) Track Department, including scheduling and budgeting to ensure that Metro-North's track and right-of-way are maintained in safe operating condition. The position requires particular emphasis on the planning and implementation of long range maintenance programs to effect improved train operation, a safer working and operating environment, and more efficient use of the Track Department's resources. The position also requires monitoring of Federally mandated inspection activities. Responsibilities: Make field inspections to plan future work and monitor the progress of ongoing work. Direct subordinates in efficient use of budgeted resources. Direct and review allocation of material, equipment, and municate with department managers and first line supervisors daily concerning the progress of all M of W work.Monitor the conduct of employees to ensure compliance with company and governmental policies and Regulations.Implement and monitor safety programs and improvements.Monitor compliance with labor agreements by managers and agreement municate with managers in other departments to get input on activities that might impact M of W work and awareness of operational problem and their impact.Assist the Deputy Director-Track in reviewing various documents such as operations logs, budget reports, production reports, payroll reports, etc., and update the Director on the status.Assist the Deputy Director- Track in the preparation of the department's annual budget, equipment, and staffing requests, and monitor same.Required Qualifications: Required KnowledgeSkillsAbilities: Detailed knowledge of track structure and special track work, including repair, rehabilitation, and construction of the track and the material and equipment associated with this work.Knowledge of FRA regulations with a concentration in part 213 "Track Safety Standards" and AREMA guidelines specific to track work. Ability to analyze complex situations and make quick and effective decisions based on that analysis.Excellent verbal and written communication skills.Strong project management, forecasting, and coordination skills which include quality control and quality assurance measures with adherence to deadlines.Strong leadership skills with the ability to foster teamwork and direct interaction with the workforce.Strong interpersonal skills to interact with internal departments, city, state, and federal agencies.Ability to stay current on track and right-of-way issues as related to transportation andor railroad activities. Strong knowledge of safety rules and regulations to promote a safe work environment. Familiarity with budget processes. Knowledge of MS Office Suite andor comparable applications. Available to be on call 24 hours per day 7 days per week. Valid Driver's license.Required EducationExperience: Bachelor's Degree in Engineering Technology or related field. Demonstrated equivalent experience, education, andor technical credentials to include four (4) additional years of related experience may be considered in lieu of degree. Minimum of seven (6) years of experience in railroad andor transportation operations with track construction and maintenance experience. Minimum of five (5) years of management experience in track supervisionThe following isare preferred: Familiarity with Metro-North Railroad standards and procedures. Familiarity with collective bargaining agreements.Other Information This position is safety sensitive and subject to toxicological testing.
