Audits, improves and develops workflows, processes and programs linking the efficacy of the operational departments. Acts in compliance with all applicable governmental laws, rules and regulations and other applicable external regulatory requirements andor guidelines.Specific Duties and Responsibilities: 1. Assists with directing, supervising, and coordinating all administrative and operational functions and activities of the health care setting. 2. Participates in the development, review and implementation of programs, processes, workflows, procedural guidelines, evaluations and monitoring techniques to ensure the attainment of the System's, Facility's and Department's strategic goals and objectives and compliance with regulatory standards and industry standards. 3. Develops a process for investigating and auditing for efficiencies in ED observation status, maximizing reimbursement, and partnering with utilization review, finance, and the ED clinical leaders.4. In partnership with utilization review, case management, physician advisors, and finance, develops a process for investigating and auditing for efficiencies and practice improvements for inpatient denials.5. Participates in the development, review and implementation of programs, processes, workflows, targeting the review, evaluation, and corrective actions of ED Observation and Inpatient denials. 6. Recommends, initiates and controls investigations of operational activities, monitors and audits related to tiered huddle structure and makes recommendations for appropriate corrective actions andor improvements. 7. In partnership with the director of Patient Flow, clinical and non-clinical leaders monitor progress pertaining to the resolution of operational inefficiencies and implementation activities to expedite operational improvements for health care settings. 8. Works collaboratively with primary stake holders to develop and implement best practice guidelines and protocols, address operational challenges in patient flow and achieve productivity and quality benchmarks. 9. Maintains liaison between operational units, health care settings and Central Office support services to ensure effective control of operational activities and expedite implementation of operational improvements. 10. Directs the administration and coordination of special programs, as assigned by leadership. Represents the System at meetings with other agencies of the City, State and Federal government and external organizations. 11. Assists in the development of operating budget and ensures operations run within budgetary guidelines. Consistently reviews department budget and implements cost containment strategies, as needed. 12. Conducts andor participates in meetings, conferences and seminars affecting operational activities, as required. 13. Provides general supervision including direction, assignment and evaluation of operating and support staff and resolution of staff problems. 14. Evaluates staff performance and work programs and provides leadership to obtain productivity and efficiency in expediting assigned projects and initiates actions to accomplish objectives. 15. Directs the preparation of comprehensive reports relating to operational activities of assigned projects, programs and initiatives.16. Performs other related duties, as directed.Minimum Qualifications1. Master's degree from an accredited college or university in Business Administration, Engineering, Health Care Specialization, Physical or Social Sciences or a related discipline; and five (5) years of progressively responsible administrative, managerial andor consultative experience; or2. Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and six (6) years of progressively responsible administrative, managerial andor consultative experience; or3. Satisfactory equivalent combination of training, education andor experience.
