Salary Placement:This twelve (12) month per year position will be on an individual contract. This classified administrator position will be placed on Range 18 of the Administrator Salary Schedule. Step placement is based on experience. The Executive Director provides strategic direction and leadership to create and implement a vision that integrates the principles of community policing into a comprehensive Campus Safety department, fostering a safe and inclusive environment at all District facilities. Plans, organizes, coordinates, and supervises campus safety operations including planning, budget management, staffing, evaluation, preventative patrol, incident response, crowd control, parking enforcement, traffic control, and building security. Serves as a member of the District Incident Command team supporting District emergency preparedness efforts. Participates as a member of the Behavioral Intervention Team (BIT) and coordinates the District's Air Quality Management District (AQMD) program. The Executive Director will lead with an equity lens in working with all constituencies and ensure departmental training for staff to support individuals from all backgrounds. Performs other duties as assigned. Example of Duties Essential Job Duties:Duties may include, but are not limited to, the following:Supervises and provides leadership to assigned permanent and hourly staff including hiring, evaluating, disciplining, training, developing work schedules, coordinating duties and issuing assignments, incorporating feedback from the Assistant SuperintendentVice President of Information Technology. Oversee the daily operations of the Campus Safety office, ensuring efficient workflow and effective training and cross-training of staff for seamless office coverage.Develops and implements written community and evidence-based departmental procedures aligned with Board Policies, Administrative Procedures, and Collective Bargaining Agreements to ensure uniformity and consistency of the operation and the services rendered. Strives to create a safe, secure, peaceful and inclusive campus environment where individuals can thrive without fear or undue risk of physical or emotional harm. Emphasizes a co-modelpartnership approach and holistic strategies to campus safety integrating principles of diversity, equity, inclusion, accessibility, and anti-racism into all aspects of campus safety service.Provides leadership by exemplifying a community policing model that embodies a "Guardian" mindset, prioritizing the creation and strengthening of positive relationships between Campus Safety officers and the campus community. Encourages a collaborative approach to safety through active participation in shared governance and the implementation of problem-solving strategies to address campus safety needs across the District. Protects and preserves the physical safety of students, employees and campus visitors. Participates as needed in patrol, enforcement, and providing security for events and gatherings.Responsible to carry and use, when necessary to defend themselves, defend others, or restrain a combative suspect(s), non-lethal weapons (Electronic Control Device (i.e. tasers), Aerosol Projector, and handcuffs). Complete all mandatory trainings and maintain all licensing requirements related to carrying non-lethal weapons per District and BSIS requirements.Administers and organizes the Campus Safety Department including the processing and filing of all applicable records. Maintains adequate files of all issues pertaining to the department. Research, analyze and compile statistics and information from various sources related to areas of responsibility. Prepare timely and detailed reports, spreadsheets and other administrative documents including but not limited to mandated crime reporting (Clery report), Public Safety Compact, Campus Safety plan, and quarterly Incident report.Oversees investigations and coordinates with appropriate individuals within the District, and with appropriate external agencies and organizations as necessary.Address complaints related to campus safety issues.Reviews all incident reports made by safety officers and investigates where necessary. Ensures all reports are completed accurately and cases are closed and filed as required.Develops and maintains a close collaborative working relationship with departments, committees, employees, and students.Represents the perspective and interests of Campus Safety as a member of the District's Behavioral Intervention Team (BIT).Participates as a member of the District's Incident Command Team and assists the Vice President with district-wide emergency preparedness including compliance with Incident Command Systems (ICS), National Incident Management Systems (NIMS), and Standardized Emergency Management Systems (SEMS).Maintains responsibility for the protection of college property, buildings and grounds against damage, theft, trespassing or similar offenses. Conducts securitysafety surveys on district properties. Prepares annual reports on existing concerns and recommendations for improvements.Reviews, researches, interprets, and ensures compliance with applicable laws, regulations, Board Policies and Administrative Procedures.Oversees the planning, development, and implementation of District parking enforcement regulations, parking patrol schedules, citation procedures, and the distribution of employee parking permits; plans and oversees traffic control for special events and other peak traffic periods. Develops and conducts a monthly training programs for Safety staff on topics within the scope of authority including community policing practices, anti-bias, cultural responsibility, conflict avoidance and de-escalation. Analyze and evaluate the impact of new legislation, trends, and developments related to Campus Safety. Recommend necessary operational changes.Oversees the development and presentation of training and informational programs for students and employees in the areas of campus safety and personal security.Ensures all supplies and equipment for the safe and effective operation of the department are properly maintained and in good working order. Develops and maintains a department program review that includes accomplishments and measurable goals as well as staffing and other resource requirements to improve department efficiency and overall effectiveness.Develops and manages the Campus Safety department budget. Analyzes and reviews budgetary and financial data. Controls and authorizes expenditures in accordance with established conjunction with Incident Command, develops, coordinates and implements emergency response plans including but not limited to, emergency operations, fire, security and disaster response plans. Coordinates with local and state agencies in the development and implementation of these plans.Serves as the liaison and coordinates the assistance of local law enforcement. Initiates all requests for assistance in investigations.Develops and implementsthe District's Air Quality Management Program (AQMD) to ensure maximum participation. Maintains any state required certification to administer the program and completes any required reports. Attend, conduct, and participate in various meetings and in local, statewide, and national committees to develop collaborative relationships. Prepare and deliver presentations and represent as forms the Vice President of issues that might require direct involvement. Qualifications and Minimum Requirements Minimum Requirements: Experience: Five years full-time active law enforcement, including three or more years of documentedsupervision experience. Experience in the development and implementation of security, safety and emergency preparedness and response plans.Education: Equivalent to the completion of a Bachelor's degree in Administration of Justice, Criminal Justice, Public Administration, or a related field from an accredited college or university. Two years full-time active law enforcement experience in addition to that identified above may be substituted for a year (30 semester units) of college coursework up to a maximum of 60 semester units.LicensesCertifications:Possession of a valid California Driver's License. Possession of the basic certificate issued by the State Commission on Peace Officer Standards and Training (POST 832) or the equivalent. Preferred Qualifications:Coursework or training in employee supervision.Work experience in a campus safetysecurity environment in a community college, university, high school, andor other related community agency.Valid First Aid and C.P.R. certifications.Physical Characteristics:Indoor and outdoor environment in varying weather conditions; subject to evening hours.
