**Transcripts, diplomas or certificates must be uploaded with resume or will be requested prior to interview scheduling to verify credentials**Job Summary: Under the direction of the Assistant Director, this position will apply professional expertise in Child Development and high-quality early childhood programming to supervise and oversee the operations of the CAPRW Head Start and Early Head Start educational sites. This position will provide day-to-day operational expertise, training, systems development, quality improvement monitoring, and supervision of staff to ensure high-quality educational services to Head Start and Early Head Start children and families. This position is responsible for full compliance of programming in Head Start Federal Performance Standards, Minnesota Department of Human Services Division of Licensing (Rule 3-Regulations and Guidelines), and the Child and Adult Care Food Program guidelines (CACFP). This position will collaborate with the Assistant Director, the Education Quality Manager and the Professional Development Coordinator to inform decisions related to needed training and provide training for CAPRW staffpartners, as needed. Scope of Supervision: Center Education Coordinators (CECs) and focus area Coordinators, as assigned. Essential Functions (Not All Inclusive):Responsible for the direct supervision of CEC's who have total responsibility for center operations, the implementation of policies and procedures, high-quality programming, and relationship building with parents, staff, and internalexternal collaborative partnersOversight and monitoring of CAPRW Head StartEarly Head Start Sites operations:Supervise, support, and monitor CECs to ensure research-based early childhood education practices are implemented at all CAPRW sites to create high-quality early childhood settings. Ensure that CECs monitor the implementation of Creative Curriculum, Teaching Strategies Gold (TS GOLD), Devereux Early Childhood Assessment (DECA), Minneapolis Preschool Screening Inventory (MPSI-R), Ages and Stages Questionnaire (ASQ), CAPRW School Readiness goals, CLASS, Head Start Performance Standards and the Pyramid Model for Promoting Social Emotional Competence. Lead the review, analysis, and utilization of data with site leadership to evaluate site performance, drive decision-making, and determine needed quality improvements.Oversee the collaboration between CECs and the Early Intervention ManagerEarly Intervention Specialist to ensure staff follow through on execution and documentation of goals for children with Individual Family Support Plans (IFSPs) or Individual Education Plans (IEPs). Focus Area Supervision : Provide guidance and supervision within assigned focus areas. Assigned focus areas may include, but are not limited to, transportation services, facilities and maintenance, hiring, and licensing compliance.Establish policies, procedures, and expectations for staff within assigned focus areas and methods to hold staff accountable to those expectations. Work in partnership with assigned team members and coordinators to continuously improve the program's quality.Collaborate with focus area teams on team development and effective program-wide communication.Ensure monitoring systems are developed and implemented for high-quality service delivery.Safety: Responsible for conducting all duties in a safe manner.Affirmative Action: Responsible for following the affirmative action plan as set forth and signed by the Board of Directors.Requirements Education & ExperienceBachelor's degree in Early Childhood Education or related field and a minimum of 5 years of supervisory experience in an early childhood setting required. Master's degree in a related field preferred. Strong knowledge and understanding of the implementation of high-quality early care and education practices. Strong knowledge of licensing regulations and compliance. Previous Head Start program experience preferred.Previous early childhood program management experience preferred. Knowledge of Creative Curriculum, TS GOLD, DECA, MPSI, and the Pyramid Model preferred. Demonstrated knowledge of community and early childhood resources preferred.Experience with outcome-based program evaluation preferred.Training experience on various early childhood topics is preferred. Experience with adult learning is preferred.Abilities and Skills: To ensure compliance with program requirements, and safety of staff and clients, the ability to communicate effectively in English, both verbally and in writing is required.Ability to analyze problems and data, identify solutions, and implement recommendations in support of goals.Must have demonstrated leadership skills, including capacity to supervise and motivate staff and work as a team player.Ability to effectively relate and communicate to people of varying multi-ethnic and socio-economic puter skills, both database and word processing required. Strong organization and excellent reading, writing, and interpersonal skills are required.Capable of using good judgment in interactions with staff, parents, and community members.Certifications: Must obtain CPRFirst Aid Certification within 90 days of hire; must maintain certifications.Driver's License: Because of the multiple locations of centers and home visits, a valid driver's license and reliable transportation with proof of insurance is required.Work Knowledge: Must have demonstrated knowledge of early childhood development and developmentally appropriate practices in early childhood education as well as knowledge of adult learning and teaching styles. Must know MN Rule 3 Child Care Licensing Regulations, and Child Care Assistance and Scholarship requirements and billing. Knowledge of community resources for low-income families is preferred. Knowledge of Head Start is preferred.Physical Requirements:Must be able to lift 50 pounds and physically respond appropriately in an emergency situation. Must be able to successfully pass the pre-placement Head Start physical exam.Must possess the stamina and ability to physically model best practices in the classroom. Mental Requirements: Requires ability to handle and prioritize multiple tasks. Must be self-directed, and able to function independently and as a member of a team. Must be able to relate to and communicate with people of varying multi-ethnic and socio-economic backgrounds.
