Org. Setting and ReportingThe position is located in the Programme Planning and Budget Division (PPBD) of the Office of Programme Planning, Finance and Budget (OPPFB), in the Department of Management Strategy, Policy and Compliance (DMSPC). The Programme Budget Officer reports to the Chief of ServiceHead of the Unit and to the Director of the Programme Planning and Budget Division. In line with the Financial Regulations and Rules of the United Nations, PPBD is responsible for formulating plans and forecasting the resource requirements in line with the legislative intent, and developing and implementing policies, procedures and methodologies related programme budget. This includes preparing and presenting plan outlines, budgets, performance reports and other reports containing cost-estimates to legislative bodies and providing guidance on budgetary matters. We facilitate decision-making on planning and budgetary issues by supporting the General Assembly and its subsidiary organs with substantive services. Our focus is on estimating in an accurate and timely manner the activities and related resources required to implement mandates, by providing support to a very diverse pool of clients and stakeholders, optimizing processes and leveraging technology for continuous improvement. We encourage staff to develop new skills and to join change initiatives.ResponsibilitiesWithin delegated authority, the Programme Budget Officer will be responsible for the following duties: Programme plan: •Reviews, analyses and finalizes the preparation of the programme plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized inter-governmental bodies. •Provides substantive support to relevant intergovernmental and expert bodies in their review of the medium-term plan and its revisions; assists in securing approval from the General Assembly. •Supports Departments and internal clients in accurate translation of legislative mandates into programme budgets. Budget preparation: •Supports the calculations and preparatory work required for the budgetary formulation (such as effects of changes in salary costs, vacancy rates and in standard costs). •Supports the preparation of budget guidance to be used by Departmentsoffices in their budget formulation. •Reviews and analyses data with respect to the finalization of budget proposals. •Reviews, analyses and provides input into finalization of statements of programme budget implications in light of additional mandates. •Provides substantive support to relevant intergovernmental, oversight and expert bodies in their budget review; assists in securing approval from the General Assembly. Budget administration: •Supports the calculations and preparatory work required for the issuance of allotments. Extracts and analyzes data pertaining to budget implementation, presents findings and recommends corrective measures necessary. •Reviews and makes appropriate recommendations with respect to the finalization of performance reports. •Provides substantive support to intergovernmental and legislative bodies. General: •Provides advice and guidance, including training to staff, on programme planning, budgetary and financial policies and procedures, including results-based budgeting. •Provides inputs to reports and correspondence for intergovernmental bodies and for management on programme planning and budgetary issues. •Keeps up to date on documentsreportsguidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures; •Researches and analyses programme planning and budgetary policies and procedures, recommends changes and contributes to drafting, as necessary. •Supports the review of programme planning and budgetary practices and processes with a view to streamlining such practices and processes, including through automation. •Explores opportunities for the enhancement of information systems related to programme planning and budgeting and proposes and tests improvements, when applicable. •Supports the preparation and presentation of summarized information to senior managers and inter-governmental and expert bodies in an attractive and accessible manner. •Performs other related duties, as petenciesProfessionalism: Knowledge of financial principles and practices. Of the five years, at least two years of experience in Results-Based budgeting is required. At least one year of experience in the design, development and enhancement of programme planning or budgeting processes is required. Experience in the simplification of business processes and procedures, including through automation, is desirable. Experience in providing training on programme planning and other budgetary matters is desirable. Experience in calculation the effects of changes in budgetary assumptions (e.g. salary costs, commodity prices, vacancy rates) is desirable. Experience in the calculation of standard costs to be used in the formulation of budgets is desirable. Experience in drafting financial and budgetary policies is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat.
