This role will ensure readiness for special pathogens by overseeing training, education, compliance with regulatory standards, and coordination of systemwide activities to align with local, regional, and national priorities.NYC Health + Hospitals (NYC H+H) is the largest municipal healthcare delivery system in the U.S., comprising 11 acute care hospitals, six community health centers, five post-acute care facilities, a certified home health agency, correctional health services, and a health insurance plan. The Associate Director will collaborate with multidisciplinary stakeholders to strengthen biopreparedness and emergency management efforts systemwide.GENERAL TASKS AND RESPONSIBILITES WILL INCLUDE:System-wide Special Pathogens Program (SPP):Lead systemwide preparedness and response activities for high-consequence infectious diseases (e.g., viral hemorrhagic fevers, severe respiratory diseases), to maintain compliance with all local, state and federal accrediting bodies and regulatory agencies such as Joint Commission, Centers for Medicare & Medicaid Services (CMS) Emergency Preparedness Conditions of Participation (CoP), Occupational Safety and Health Administration (OSHA), and New York State Department of Health (NYS DOH).Supports the Chief Biopreparedness Officer in representing the System-wide Special Pathogens Program on regional and national emergency preparedness bodies, including on NYC Dept. of Health and Mental Hygiene, NYS Department of Health, NYC Emergency Management (NYCEM) Greater New York Hospital Association (GNYHA), National Emerging Special Pathogens Training and Education Center (NETEC), Region 2 Ebola and Other Special Pathogens Treatment Center (RESPTC)Leads in the planning, developing and delivery of special pathogens training, education and simulation programs, monitoring, tracking and evaluating program effectiveness and identifying opportunities for improvement. Supports in planning, developing and leading special pathogens drills and exercises, preparing After Action reports and Improvement Plans (AARIP).Develop and refine protocols, procedures, and processes to enhance system readiness for special pathogens and other communicable disease threats.Supports surveillance and situational awareness of infectious disease threats, including working with Data and Analytics on infectious disease tracking and leading the System-wide Special Pathogens Program briefings Collaborate with system and facility infection preventionists, emergency management leadership, and other key stakeholders to manage diverse special pathogen projects and strategic initiatives by developing for each a project plan and timeline, assembling appropriate staff and assigning key project roles as appropriate, identifying required resources, executing the plan to completion, and assessing the need for ongoing improvement. Support the Chief Biopreparedness Officer in policy and guidance development and dissemination for infectious disease threats.Serve as a site manager for the Special Pathogens Response Team, coordinating activities during activations and readiness across the system.Support Bellevue Hospital as the Region 2 Special Pathogens Treatment Center, including serving as a site manager during activations. Oversee the System-wide Special Pathogens Internship Program, providing leadership and mentoring to interns.Training and Education:Design and execute annual training programs and exercises for frontline staff, ensuring compliance with Joint Commission Emergency Management and Infection Prevention and Control Standards and New York State Department of Health Commissioner's Order.Conduct site visits to facilities to assess compliance with special pathogens preparedness and response requirements, providing feedback and follow-up support.Coordinate systemwide education initiatives to strengthen understanding of high-consequence infectious diseases among healthcare providers and other key stakeholders.Project and Program Management:Provide project management and subject-matter support for grant-funded activities, including those under the Centers for Disease Control and Prevention (CDC), the National Emerging Special Pathogens Training and Education Center (NETEC) and Bellevue Hospital Region 2 Ebola and Other Special Pathogens Treatment Center (RESPTC). Support other special pathogens grant-related initiatives, oversee deliverables, reporting, budgeting, performance tracking and manage relationships with funders, including the development of tools, resources, and presentations.Provide administrative oversight for meetings, exercises, and special events, including calendaring, material preparation, and logistics coordination.Support the development and execution of programmatic goals, ensuring alignment with institutional priorities and grant objectives.Emergency Preparedness and All-Hazards Management:Support the mitigation, preparedness, response, and recovery from natural, technological, and intentional emergencies using an all-hazards approach.Assist Central Office Emergency Management during city-wide quarantine and isolation activations, including maintaining an inventory of supplies (i.e., PPE) for COEM.Serve as part of the Central Office Emergency Operations Center (EOC) Incident Management Team (IMT) during system activations, ensuring 247365 readiness.Additional Responsibilities:Collaborate with the Institute of Diseases and Disaster Management on biopreparedness and emergency management initiatives.Attend local, regional, and national meetings and conferences to represent the System-wide Special Pathogens Program and NYC Health + Hospitals.Supports surveillance and situational awareness of infectious disease threats, including working with Data and Analytics on infectious disease tracking and leading the System-wide Special Pathogens Program briefings Collaborate with system and facility infection preventionists, emergency management leadership, and other key stakeholders to manage diverse special pathogen projects and strategic initiatives by developing for each a project plan and timeline, assembling appropriate staff and assigning key project roles as appropriate, identifying required resources, executing the plan to completion, and assessing the need for ongoing improvement.
