JOB TITLE: Assistant Vice President Project Life c ycle Controls AGENCY: Construction & Development DEPTDIV: Development Development - Program Controls REPORTS TO: Vice President Deputy Program Executive WORK LOCATION: 2 Broadway HOURS OF WORK: 9:00 AM to 5:30 P M or as required (7.5HR DAY ) HAY POINTS: 1262 SALARY RANGE: $ 14 8,973 to $ 1 95,527 DEADLINE: Open Until filled S ummary The Assistant Vice President of Project Lifecycle Controls is an executive-level position and policymaker that reports directly to the Senior Vice President of Project Development. The candidate is responsible for monitoring and reporting on capital project performance, program-wide evaluation and analysis of project bundling strategies to maximize program efficiencies in procurement and construction, and both program and project - level planning in support of corporate-wide goals. This position will oversee that project costs, schedules, and risks are optimized and managed effectively throughout the program ' s lifecycle . The incumbent will also actively participate in various cost control and containment initiatives across C&D . The role will support the Program Controls Division in carrying out its supervision and control duties in an efficient manner. This position will take charge of various aspects of estimating, scheduling, risk, and cost control, as well as acting as a liaison between Development, Delivery, and Contracts. The individual placed in this role will be a key interface with the FTA, operating agencies, MTA capital auditors, and MTA Capital Funding. Responsibilities O versees and guides all activities related to project and program budget, project control , and financial performance of agency-wide capital projects. R esponsible for the project ' s performance from inception to closeout and assisting in the development of the various program control reports and metrics. R eview and approve budget authorizations, Requests to Advertise and Change Order (AWO) requests for funding, project revisions and new additions to the Capital Program. M onitor cash flowburn rates during construction and closeout phases to assess overrun potential. M onitorcontrol the use of contingency funds and ensure that all agency-wide capital budget staff summaries are complete and ready for use by the MTA Board, executive, and senior management. A ssist in developing, maintaining , and reviewing schedule and cost contingency drawdown curves for integrated projects. S erve as the program control division ' s central point of contact in data coordination regarding the enhancement of various agency-wide systems and implementation of digital strategy , , for improved reporting to the Executive Management. O versee p rogram controls ( cost, schedule, estimation, and ris k) , provide oversight throughout the program and project life cycle, analyze the programs' performance, and engage in MTA- wide data analyses to achieve cost control and containments across C&D . Al ign the deliverables to the capital program and development outcomes , p rovide value addition in developing future capital programs and a nalyze market trends for delivery methods, costs, escalation, and material pricing to formalize C&D strategies . C ollaborate with cross-functional teams and stakeholders to integrate project data and insights, contributing to informed decision-making. A ct as a subject matter expert during contract negotiations and provide technical assistance while reviewing proposals and bids . M anage the presentation of pro gram reporting and coordination of auditinquiry responses for MTA and external oversight bodies. Education and Experience Bachelor ' s degree in Engineering, Business, Transportation, Public Policy, or a relatedequivalent field. Master's degree preferred. Must have a m inimum of twelve ( 1 4 ) years of related experience . Must have a minimum of at least ten (10) years of supervisory or managerial andor leadership role in a large, multi-faceted, fast-paced organization or governmental bod y. Familiarity with the MTA ' s operating agencies and policies and procedures . Excellent organizational and presentation skills . Excellent written communication skills . Demonstrated supervisory andor leadership capabilities, including leading a large, diverse team with varying backgrounds and skill sets . Demonstrated ability to problem solve creatively . Demonstrated ability to work with all levels of an organization, including executive management . Demonstrated ability to work effectively in a high - profile, high - pressure, fast-paced environment. Demonstrated ability to communicate effectively with key internal andor external stakeholders .
