Every employee takes a person-centered approach that exemplifies the ICARE values (Integrity, Compassion, Accountability, Respect, and Excellence) through empathic communication and partnerships between all persons.Job DescriptionSupports the Invoice Payment Lead in all facets of managing $1.5 billion in annual invoice paymentsSupports the implementation of all required invoice payment protocols and procedures that result in the accurate and efficient review and payment of vendor invoicesTracks and monitors invoice payment status for all submitted invoices Develops all purchase order estimates and related financial operations Supports all invoice payment processes with the Accounts Payable and Supply Chain departmentsLiaises with H+H Central Finance to strategize weekly payment processing and monitor H+H System cash flow monitoring Ensures that all invoice payments comply with all contract and payment procedures and that invoice documentation protocols are clearly adhered toEnsures that junior payment analysts comply with all contract and invoice requirements and that invoice documentation protocols are adhered toSupports the receipt of all approved invoices and backup from the Invoice Manager team,and reviews documents for compliance and accuracyCollaborates with the Invoice Payment Lead on ongoing process improvement and system enhancement for tracking invoice payments and decreasing payment processing timeDevelops tools and processes to support invoice payment efficiencies and Invoice Payment employee accountability Fills in for the Invoice Payment Lead in all communications and meetings as necessary related to invoice paymentDevelops and implements new tools to improve invoice payment systems and protocolsDevelops reports to summarize data and share information cross-teamSupports complex data collection initiatives to deliver precise invoice payment status information and documentation pertinent to the HERRC programSupervises one (1) Payment Analyst providing consistent oversight, mentorship, and professional development opportunities, and implementing corrective actions when warrantedLiaises with senior budget and grant analysts as neededSupports and provides training for all Payment AnalystsSupports responses for all audits and investigations related to payment processesMaintains a comprehensive understanding of HERRC operations and contracting and their impact on invoice processingUses advanced Excel functionality to achieve portfolio assignments and team projectsDemonstrates proficiency in reimbursement methodologies and grant eligibility criteria to optimize reimbursement for grant-funded and FEMA-eligible expendituresPerforms additional responsibilities as assigned.Minimum Qualifications1. A Master's degree in public administration or business administration, or in an equivalent or equally acceptable program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation or foundation in management analysis or in operational direction, planning, coordination or control of which two (2) years must have been in a supervisory, administrative or consultative capacity; or 2. A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated in #1 above of which three (3) years must have been in a supervisory, administrative or consultative capacity; or 3. A satisfactory equivalent, however, all candidates must possess not less than the two (2) years of supervisory, administrative or consultative experience required. Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement.
