Work is performed under the general direction of the Director of Public Works. Divisional supervision is exercised over all personnel within the Division. Essential FunctionsDuties Plans, directs, oversees, and coordinates the activities of the Solid Waste Division; Oversees the preparation and reviews divisional capital and operating budgets, analysis, and project expenditures, oversees the implementation of budgets; Implements financial billing and invoicing of all solid waste customers within the City of Gastonia; Responsible to audit, adjust, credit and debit customer accounts for solid waste fees25%Prepares a wide variety of administrative reports on divisional activities and handles correspondence as required; Responsible for quality control over all solid waste data (routing, financial & analytical) within Solid Waste;25%Coordinates with supervisors to ensure Solid Waste staff monitors safety procedures and updates safety guidelines to be within State, Federal, and OSHA Standards; Responsible for ensuring leadership, quality of work, performance measures, and goal setting according to the highest of standards15%In consultation with Division supervisors, establishes broad operating policies, procedures, goals, and objectives; Oversees and makes recommendations in personnel matters for the Division; Recruits, selects, and recommends all personnel for the Solid Waste Division; Prepares performance evaluations for direct reports. Reviews and approves all evaluations for Solid Waste staff.15%Coordinates with Solid Waste supervision to ensure all equipment, supplies & fleet are available for staff to meet their required daily duties5%Responds to public inquiries and complaints5%Researches and recommends operational and ordinance changes to City policy; 5%Makes presentations at City Council meetings, advisory board meetings, citizen groups, and state and federal agencies5% Knowledge, Skills and Abilities Comprehensive knowledge of the materials, methods, and practices of solid waste collection and disposalcomprehensive knowledge of the various types of equipment used in the collection of solid wasteability to plan, layout, and direct the work of subordinatesability to prepare complex technical reportsability to maintain effective working relationships with City officials, other public officials, employees, contractors, and the general public. Ability to write contracts, and governmental Interlocal agreements, and negotiate when necessary. Must possess strong customer service skills to communicate with irate customers, both written and verbal, as well as provide reasonable resolutions to these individuals. Bachelor's degree in business administration, or related fields Extensive experience in solid waste collection Considerable experience in supervising a large team of employees Or an equivalent combination of education and experience Special Requirements: Must possess a valid appropriate driver's license with an acceptable driving history.Physical Demands:1.
