The Department of Community Health is seeking qualified candidates for the Asset Manager position within the Office of Facilities and Support Services Division.Job Responsibilities Plan, organize and manage the operations of the Asset Management section. Oversees developing and implementing an asset management program that incorporates a comprehensive computerized work management system. Schedules and prioritizes work activities; makes necessary arrangements for technical resources, procedures, manuals, supplies, equipment, budget management, planning, oversight, and staffing.Responsible for hiring, establishing performance standards, conducting performance reviews, and recommending disciplinary action as necessary. Plans, organizes, schedules, and coordinates the work of professional staff in the section. Oversees the development of training and orientation programs for assigned staff. Ensures employee compliance with statefederal policies and procedures.Provides training and technical guidance in asset management principles and decision-making processes; assists department leadership in business process documentation and improvement.Plandirect staff in coordinating, analyzing, documenting, tracking, and reporting a wide variety of asset assessments, including establishing data collection schedules, standards, and methods to support complex risk-based decisions using accepted asset management principles and practices.Develops and recommends asset management policy and strategy to minimize the total cost of ownership, increase reliability and meet performance standards throughout the organization; leads or assists in implementing department and division asset management goals and objectives. Analyzes program data; recognizes issues and trends; identifies options, consequences; develops conclusions and recommendations; prepares complex statistical reports and makes presentations.Analyzes operational data and makes unit decisions based on findings; Conducts invoice reconciliation and processing for invoices under position purview.Prepares and manages contracts, consultant selection, and project management for contracted work in the areas of assigned responsibility.Negotiates contracts with relevant vendors to make sure the Agency receives the best pricing available.Manage furniture and ergonomic put data accurately in assetfleet management databases.Management of the departments' assets and the surplus and disposal of those assets.Develops comprehensive policies and procedures that govern the Agency's management of its fleet.Maintains a consistent, high quality, customer-focused manner when conducting anize and Develop training initiatives for all staff on established assetfleet management guidelines.Directly conducts or oversees the physical asset inventory at a frequency determined by the Senior Manager of FSS.Partner with management in FSS communication program.Develop and implement measurable strategies for asset and fleet management.Collecting and organizing specific program data for the Agency Comprehensive Loss Control Program from the divisions and offices for submission to OFSS and DCH leadership for review.Plan, Organize and manage the operations of the Risk management section. Schedules and prioritizes work activities related to Risk management. Collaborate with other departmentsoffices to comply with DOAS Risk Management Comprehensive Loss Control Program requirements.This position requires some manual labor; Able to lift up-to 50lbs.Travel to remote locations for site visitsassessments. Minimum Qualifications High school diplomaGED which includes four (4) years in a managerial or supervisory role in an equipment management-related area.Preferred QualificationsEight years of experience in asset management; Four years as a supervisormanager Knowledge of business practices and industry asset management standards for equipment, warehouse, facilities, fleet, and finance sections.
