It integrates emergency management efforts across all levels of government, including state, local, tribal and federal.Field Operations Section:Provides emergency management expertise across the five mission areas of prevention, protection, mitigation, response and recovery to counties and municipalities. The unit provides technical and programmatic emergency management assistance in support of State and Local homeland securityand emergency management goals. This work unit assists counties and municipalities with all- hazards emergency operations plans, mitigation plans and community preparedness and resiliency plans. Field Operations assists communities and municipalities with training and exercises and emergency management professional development. This work unit coordinates and integrates the efforts of field representatives from other state agencies and departments. Field Services transmits local requirements to the Office of Emergency Management (OEM) and provides local situational understanding and awareness to OEM. During incidents, Field Operations serves as the OEM liaison to local emergency management agencies. Additionally, this work unit manages and oversees the five state all-hazards incident management teams and Auxiliary Communications Unit. It provides training opportunities to the teams and monitors team qualification and availability.ABOUT THE POSITION The purpose of the Field Manager is to coordinate with, and provide emergency management technical assistance to local, State and Tribal government agencies with emphasis on emergency management organizations prior to, during, and following a major emergency or natural or human caused disasters. Focus is on strengthening local and regional capacity and capability through development and validation of local and regional plans, policies, training and exercises for first responders along with local electedappointed officials. Additional focus on integrating State agency response with local authorities. Fosters interagency and inter-jurisdictional mutual aid cooperation, and implementing public education programs and awareness. May directly integrate federal response agencies into local and State response and recovery activities. Domestic Terrorism concerns magnify the importance of these activities and present new challenges, including the coordination of activities and resources of a broader range of stakeholders representing multiple disciplines. Duties include (but are not limited to):Emergency Response AssistanceOn a recurring basis conduct in-depth on-site visits with assigned jurisdictions regarding emergency management, mitigation, growth management, grants monitoring and evaluation, plans development and maintenance, training, exercise development and other duties as assigned. Plans and implements regional forums for jurisdictions to discuss issues relevant to the assigned area, including strategic, long-term and contingency planning. Provides technical assistance and capacity- building efforts related to all hazard events that could result in mass casualties, property and infrastructure damages, economic impacts, andor disruptions of governmental services and operations. Ensures an incident management system is maintained and includes the following concepts: modular organization, unified command, multi-agency coordination, span of control, common terminology, action planning process, comprehensive resource management, integrated communications and predesignated facilities.Exercise assistanceAssists local jurisdictions in coordinating, preparing and conducting all-hazards, emergency management exercises designed to validate the adequacy of plans, the training of responseemergency personnel, identify additional areas of needed training, the availability of resources through mutual aid, and the coordination required by respondingsupporting organizationsagencies (NIMS and ICS). Provides facilitation services, technical planning assistance and financial resources in support of the development of exercises that evaluate regional capacity for managing large-scale emergencies and mass-casualty incidents, including incidents of domestic terrorism, and ensure conformance with federal (NIMS) exercise evaluation and after-action standards. Field exercises may involve 10 or more local jurisdictions, 50 or more individual agencies and more than 300 individual participants.Grant and Planning AssistanceProvides technical assistance with grant administration to EMPG-recipient jurisdictions to ensure compliance with contract requirements, annual program papers, quarterly financial reports, and quarterly program progress reports. Works with NON- EMPG & EMPG funded jurisdictions to develop and upgrade local emergency operations plans which mirror the National Response Plan and the State of Colorado Emergency Operations Plan. Implements agencies into the State Resource Inventory and Status System WebEOCConnect Colorado and mutual aid Intergovernmental agreements (IGA). Assists local jurisdictions and regional planning committees with identifying other sources of grant assistance to support local and regional capacity- building goals.Training AssistanceAssists in the presentation of portions of training courses for emergency management personnel and first responders, and in education forums for local elected officials to foster greater understanding of emergency management and enhance the ability of the community to effectively accomplish mitigation, preparedness, response and recovery activities. Assistance may take the form of curriculum design and development, classroom instruction and evaluation of content for future revisions. Maintains subject matter expertise and staff expert status on matters related to the Incident Command System and Emergency Management Assistance Compact (EMAC). Obtains and maintains credentials to instruct courses across the spectrum of all-hazards emergency management, including ICS NIMS, homeland security courses and courses that ensure local and state compliance with federal standards and conditions for grant assistance.Hazard Analysis AssistanceAssists local jurisdictions with development and updates of hazard analyses, including an assessment of vulnerable people and property and the adequacy of local resource capabilities. Supports local and regional efforts to assess terrorism threats and risks related to potential targets, including critical infrastructure and key assets.Maintain Situational AwarenessMaintains situational awareness of incidents and events in the region. Be capable of responding on a 247 basis as the situation requires for multiple operational periods. Staff duty officer position as required. Maintains awareness of related regional emergency activities and programs that provide opportunities for assigned jurisdictions to improve coordination with other emergency management stakeholders (e.g., health, law enforcement, fire, medical, and hazardous materials teams). Maintain sufficient level of knowledge regarding the practices and policies of non-traditional stakeholder disciplines (e.g., agriculture, epidemiology, public utilities) and the resources of non- governmental organizations (private and volunteer) to facilitate broader participation in planning for potential all hazard events. Coordinates with other State Departments and federal agencies to understand their response activities and ensure it is integrated.Activation ResponseIn the event of an activation, serve as agency representative between the response management structure (I.e. emergency manager, incident commander or IMT) and the State EOC in providing knowledge of local assets, geographic information, information management systems, local, regional and state response plans and procedures, and statefederal resources. When designated, serve as the Field Incident Coordinating Officer (FICO) and extend the authority of the Director of the Office of Emergency Management andor State Coordinating Officer. Assists local governments in large-scale projects that must be addressed on a departmental basis. When acting as DHSEM Agency Representative andor FICO, manage disaster related activities with local State and Federal agencies to maximize the use of available resources. Increases local emergency response capability through integration of emergency management and incident-related response agencies.
