Salary : $116,875.20 AnnuallyLocation : Flower Mound TX 75028, TXJob Type: Full Time RegularJob Number: 2025-26Department: Public WorksDivision: CIP EngineeringOpening Date: 03032025 Description Implements the Capital Improvement Program (CIP) through administrative oversight of setting and maintaining budgets, schedules, goals, objectives, policies, and procedures. Examples of Duties•Maintains capital improvement plan schedules by monitoring the budget and keeping consultants and various staff functions on schedule. •May be involved with property acquisition by hiring appraisers and title companies, coordinating condemnations, negotiation, and coordination with attorneys.•Coordinates the selection process of consultants, including: advertising, negotiating agreements, monitoring contracts, pay requests, and change orders. •Coordinates, monitors, and maintains projects in conjunction with the Texas Department of Transportation, Denton County, and other local, regional, state, and federal agencies.•Coordinates the design of projects. •Maintains project management software. •Coordinates all development activities with staff, Town Council, and applicable consultants. •Prepares and administers annual budget for the department. •Ensures effective operational and financial management through forecasting, reviewing budgetary submissions, procurement, and control of grants and other funds, and auditing expenditures. •Develops, evaluates, and monitors the goals and objectives and the long-range service plans, policies, and procedures to carry out the mission of the CIP division. •Develops and administers personnel and operational policies and procedures; provides training and direction to increase the productivity and efficiency of personnel and functions. •Executes personnel related managerial and supervisory functions, including: hiring, training, delegating work assignments, evaluating, counseling, disciplining, and other related tasks.•Performs continual inspections of operational, administrative, and personnel functions and activities to identify any inefficiencies and ineffectiveness; implements corrective workable solutions. •Consults with other staff members on adjustments needed to reflect program changes. •Maintains a physical inventory and fixed asset record of all materials. •Adheres to departmental, personnel, and safety policies and procedures.•Performs other duties as assigned. Minimum Qualifications BASIC QUALIFICATIONS:•A Bachelor's Degree in Civil Engineering is required.•Must have a valid Texas driver's license and driving record must be in compliance with Town policy.WORK EXPERIENCE:•Four (4) years of experience managing engineering projects is required. •Supervisory experience is required.Must submit to and pass a post-offer, non-regulated drug test and thorough background checks (including criminal history).
