IntroductionThis position will serve as a Budget Analyst within the Maryland Department of Budget and Management's Office of Capital Budgeting. This position has direct responsibility for analysis and oversight of capital budgets for assigned State agencies. This is a special appointment position that serves at the pleasure of the appointing authority.GRADE 19 Main Purpose of JobPerform capital budget analysis and preparation duties for projects and programs of assigned agencies, including Maryland Department of Health, Historic St. Mary's City Commission, Maryland Hospital Association, Department of Information Technology, and Miscellaneous projects. Provide assistance with various budget tasks as assigned.POSITION DUTIESBudget and Five-Year Capital Improvement Program Evaluates State agency capital budget requests in order to recommend funding allocations in the State capital budget and five-year capital improvement program to the Executive Director using the guidelines established by Department management. Receives assistance from Assistant Director, Supervisor, and other staff members. As part of this assignment, the analyst will:•Assist agencies in preparing budget requests as requested;•Review information submitted by agencies for accuracy and completeness;•Prepare meeting questions prior to capital budget meetings;•Prepare worksheets, backup material, and meeting minutes;•Brief the Executive Director on issues and recommend spending levels for capital projects and programs; and•Respond to legislative questions and budget recommendations of legislative analysts for assigned projects during General Assembly session.Facility Master Plans and Facility Programs Evaluates facility master plans and facility programs in order to verify the need for particular capital improvements using the guidelines established by Department management as outlined in the operations manual and the facilities plan guidelines. Receives assistance from Assistant Director, Supervisor, and other staff members. As part of this assignment, the analyst will:•Explain DBM policies regarding the preparation of master plans and facility programs as requested,•Review master plans and facility programs,•Visit proposed project sites,•Determine adequacy of plans and programs,•Coordinate with the Department of General Services and other agencies,•Send comments to requesting agencies, and•Prepare checklists and approval letters.Departmental Publications Writes portions of Departmental publications in order to present information about the capital budget using instructions prepared by Department management. Receives assistance from Assistant Director, Supervisor, and other staff members. As part of this assignment, the analyst will complete and review assigned sections of the following documents:•The capital budget volume of the Maryland State Budget,•The Maryland Consolidated Capital Bond Loan,•The Capital Budget as Proposed and Capital Budget as Enacted,•The book detailing capital improvements for the last 15-year period,•The report listing capital improvements authorized by subdivision, and•Other publications.Project Monitoring Monitors the implementation of capital projects and programs in order to ensure consistency with approved facility programs and estimated costs using instructions prepared by Department management. Receives assistance from the Assistant Director, Supervisor, and other team members. As part of this assignment the analyst will:•Compare architectural documents with approved facility programs and project budgets while observing the rules for notifying the Legislature concerning increases in project square footage and cost,•Review Board of Public Works agenda items, and•Review State Clearinghouse summary notifications.MINIMUM QUALIFICATIONSEducation: Possession of a master's degree in public policy, public administration, accounting, business administration, economics, finance, statistics, engineering, planning, political science, or similar preferred. Candidates possessing a bachelor's degree in one of these fields, or a master's degree in a different area with a minimum of 15 credit hours in these fields, will be considered. Experience: Starting grade will be determined by specific relevant experience, skills, and knowledge. General guidelines are as follows: Less than 2 years (Budget Analyst I); 2-3 years (Budget Analyst II); 3-4 years (Budget Analyst III) of experience in budget formulation, review, or management; public policybudgeting; capitalfacility planning; project management; or program management. DESIRED OR PREFERRED QUALIFICATIONSPreferred Qualifications: Experience working in State government, in areas such as higher education, primary and secondary education, health services, community development, environment and natural resources, procurement and contracts, capitalfacilities planning, and debt management; Experience in budgeting and policy analysis; Knowledge of performance budgeting concepts; Demonstrates strong critical thinking skills, proactivity, and an ability to appropriately apply learned concepts to new situations; Excellent written and verbal communication skills; Experience in writing reports and making presentations on budget recommendations to senior departmental and other executive branch officials; Strong analytical abilities, including understanding of mathematical and statistical concepts; Experience with word processing, spreadsheets, and database software; Experience in public sector financial management or facilities management, to include budget analysis, finance, project management, or capitalfacility planning; Ability to work independently, in teams, and under pressure; Ability to be productive and fulfill job responsibilities in a telework environment; Availability to work extended hours as required to meet budget deadlines.SELECTION PROCESSPlease make sure that you provide sufficient information on your application to show that you meet the qualifications for this recruitment.
