Every employee takes a person-centered approach that exemplifies the ICARE values (Integrity, Compassion, Accountability, Respect, and Excellence) through empathic communication and partnerships between all persons.Job DescriptionUnder the supervision of the Senior Advisor for Behavioral Health Communications and Policy, and in close collaboration with the Medical Director of Crisis Services, the Director of B-HEARD is responsible for the oversight of B-HEARD Program and is responsible for developing and directing new crisis response initiatives within the Office of Behavioral Health.The Director of B-HEARD will lead all aspects of the B-HEARD program, including program administrative and clinical operations, compliance with local, state and federal regulations, collaboration with partnering agencies, staff development, program expansion, strategic partnerships, external communications, program evaluation and quality assurancequality improvement initiatives. Responsible for the B-HEARD program with over 50 staff, with three direct reports (B-HEARD Director of Operations and Administration, B-HEARD Clinical Director and B-HEARDDirector of Clinical Education and Practice Development)Responsible for high-level strategy of the program including expansion planning.Represents the program in high level meetings with agency partners (FDNY, NYPD, DOHMH) and with City Hall. Collaborates with other municipalities on best practices within 911 mental health emergency response.Oversee program operations, budget, data analysis, and expansion of the B-HEARD Program.Oversee the training and continuing education of all B-HEARD staff. In collaboration with the Medical Director, oversee clinical operations and quality assurancequality improvement initiatives of the B-HEARD Program. Oversee the recruitment, supervision, and professional development of B-HEARD staff. Ensure compliance with local, state and federal regulationsBuild strategic partnerships with community-based organizations and state agencies.Collaborate with partner agencies including FDNY, DOHMH, NYPD, and the Mayor's Office of Community Mental collaboration with the Senior Advisor, jointly responsible for external affairs (communications and intergovernmental) for the B-HEARD Program. In collaboration with the Senior Advisor and Medical Director, lead the strategic direction of crisis response programs within the Office of Behavioral Health. Other responsible tasks and duties as directed by the Senior Advisor.Minimum Qualifications1. A Masters Degree in Public Administration, Public Health, Health Care Specialization, Social Work, Psychology or a related field; and, Six (6) years of increasingly responsible experience in hospital or regulatory agency administration, with particular emphasis on development and evaluation of mental health delivery services, or,2. A satisfactory equivalent combination of education and experience.Department PreferencesKnowledge, Skills, Abilities and other Requirements:Eight years of full-time experience planning, developing and monitoring programs, systems andor procedures in support of administrative management initiatives, five years of which must have been in a responsible managerial or supervisory capacityPossession of a valid license and current registration to practice in a mental health field issued by the New York State Education Department (NYSED).LCSW, Psy.D, Ph.D. Clinical background strongly preferred.Knowledge of fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations. Knowledge of principles of business and personnel administration, management functions and support service functions and ability to direct and supervise personnel.Experience with crisis work, serious mental illness, co-occurring substance use.Familiarity with high-risk patients and cultural sensitivity in community settings.
