Salary: $74,757.28 - $95,000.00 AnnuallyLocation : The Colony, TXJob Type: Full-TimeJob Number: 202200151Department: EngineeringOpening Date: 11012024 Job Summary Provides timely, efficient and courteous delivery of services, as Assistant Building OfficialPlans Examiner to all residents, property owners, and the building community in both the private and public sectors. Represents The Colony with honesty and integrity while providing the highest level of internal and external customer service at all times, while promoting friendly, helpful, and respectful relationships. Examples of Duties Assist in scheduling, activities, and tasks assigned to various department staff assisting with day-to-day Building Plan Review and Inspection activities.Provide information on building, mechanical, electrical, and plumbing codes to contractors, builders and the general public.Read and interpret construction plans and building construction codes and ordinances for residential and commercial construction.Responsible for reviewing building plans for compliance with City Ordinances, Building Codes, State Regulations and Zoning Ordinances. Work with property owners contractors to ensure understanding of the codes in relation to work that is proposed.Ability to resolve code violations relating to project work and code questions relating to construction.Assists in coordinating plan review with the Planning Department, Fire Department, Public Works, and City Engineers.Conduct on-site inspections to ensure that existing and new residential and commercial construction is in compliance with adopted City codes and ordinances, to include building, mechanical, electrical and plumbing codes and applicable zoning regulations.Assist in the distribution of inspection requests and complaints.Process paperwork for permits and records, attend development related meetings, as required.Responsible for calculating fees and costs relating to issuance of permits.Ensure accuracy when entering and maintaining plan review and building permit records in computer files. Ability to walk, climb, push, pull, lift and carry up to 40 lbs., work in adverse environmental conditions and operate light utility vehicle.Ability to operate telephone, computer, printer, fax machine, copy machine, two-way radio, and camera.Follow chain of command and instructions, respective to supervisor; keeping supervisor informed of relevant information at all times.Assist Code Enforcement Officers and related departments with vestigate complaints, issue court citations, and testify in court when necessary.Ability to work and complete assignments with minimum supervision.Ability to work at a computer for extended periods of time.Assist in the preparationdesign of quarterly reports, information sheets, handouts and municate effectively and courteously with the public and other City employees orally, over the telephone, by e-mail, and in writing.Plans, organizes and maintains the Building permit plan review routing system; maintains files, records and reports related to the plan review and code interpretation process. Must be available to work after hours to attend Board of Adjustment, Planning and Zoning and City Council meetings on an as needed basis.May be required to perform other duties as assigned. Typical Qualifications Must have an extensive working knowledge of residential and commercial building construction, electrical, heatingair conditioning and plumbing systems. Must have a working knowledge of pertinent construction codes and ordinances, proper inspection methods, legal procedures involving enforcement of building codes and ordinances, zoning ordinances, and other applicable City ordinances. Computer skills to include a working knowledge of Microsoft Office. Preference will be given to applicants with a working knowledge of CRW (TrakIt) software. Education and Experience High School Diploma or GED; Possession of a State of Texas Plumbing Inspector's License; Master or Journeyman Electrician License or ICC Certification in Commercial and Residential Electric Inspector; ICC Certification in Commercial and Residential Energy Codes; ICC Certification in Commercial and Residential Building Inspector; Must possess International Code Council (ICC) Building Official Certification or within 12 months; five year's experience in Building Inspections; and one year supervisory experience in a related field. Current Texas Drivers License, Class "C", with an acceptable driving record required.BENEFITS FOR ALL FULL-TIMEPART-TIME REGULAR EMPLOYEES INCLUDE:TEXAS MUNICIPAL RETIREMENT SYSTEMAll full-time employees are participants of TMRS; this is a mandatory contribution. (Part-time regular employees who work a minimum of 20 hours per week are participants of TMRS) The employee contribution rate is 7% per pay period; the City matches the contribution 2-1. There is a 5 year vesting period. Employees are eligible to retire at any age after 20 years of service or at age 60 with 5 years of service. OPTIONAL RETIREMENTThe City offers employees the option of contributing to a 457 Deferred Compensation Plan andor Roth IRA's through payroll deduction. The City does not match these contributions.SOCIAL SECURITYFICAThese deductions are matched by the City.MEDICAL, DENTAL & VISION COVERAGEAll full-time employees have Medical, Dental, Vision, Life wAD&D, and LTD insurance coverage paid for by the City. (Part-time regular employees who work a minimum of 30 hours per week qualify for this coverage) Employees have the option of purchasing dependent coverage. SECTION 125 IRS BENEFIT PLANSEmployees who have dependent health or any supplementary insurance premiums deducted from their checks are eligible to pay their premiums, "pre-taxed". Pre-taxed flexible spending accounts are also available for health and dependent care. VOLUNTARYSUPPLEMENTAL BENEFITSEmployees have the option of purchasing supplemental benefits through AFLAC and LegalShield.VACATIONFull-time employees vacation accrues as follows: 0-5 years 10 days per year5-10 years 15 days per year10-20 years 20 days per year20+ years 25 days per yearEmployees are eligible to take vacation after 6 months of employment.Part-time regular employees accrue vacation leave at ½ the accrual rate of a full-time employee.SICK LEAVESick leave accrues at 8 hours per month for full-time employees. (Fire accrues at 12 hours per month) Maximum accrual is 1,040 hours. Part-time regular employees accrue sick leave at ½ the accrual rate of a full-time employee.SICK LEAVE POOLThe sick leave pool allows the employees to donate up to 24 hours of sick leave per year (employees must have a minimum of 96 hours of sick leave accumulated before contributing). This pool was created to help employees during a catastrophic injury or illness.HOLIDAYSFull-time employees receive 14 paid holidays per year. This includes 1 personal floating holiday that may be taken at any time during the calendar year after 6 months of employment. This is paid once a year in November. Part-time regular employees become eligible to receive this benefit after 5 years of service.CERTIFICATE PAYSome employees may be eligible to receive Certificate Pay in increments of $50, $100 or $125 per month depending upon the type of certification. Certification that is required per the job description in order to be employed is not eligible for pay under this plan.TUITION REIMBURSEMENTFull-time employees may be reimbursed up to $300 per semester for college courses. The courses must relate to their job, must have a passing grade of at least a "C", and obtain Director approval. This benefit may be used after 6 months of employment.EMPLOYEE ASSISTANCE PROGRAM (EAP)Provided by the city to help employees and their family members manage life's challenges by identifying options and making informed choices regarding Counseling Services, Legal Services, Financial Services, and WorkLife Wellness Resources.PARK PASSESFull-time and part-time regular employees receive a free year round park pass that can be used at Stewart Creek and Hidden Cove Park.
