Position Summary:Highly adaptable individual with a strong risk management background to lead its enterprise risk management process. The individual will be responsible for guiding the business and ensuring its compliance with Balfour Beatty Group's Enterprise Risk Management (ERM) Framework and application of the Group Risk Management Process at business, functional, regulatory, and operational Levels. This includes supporting the Senior Leadership Team in their identification and management of assigned risks and upskilling the broader Balfour Beatty Civils US business in its understanding of risk management. This role will also include overseeing ongoing maintenance of a fraud risk assessment for the business and support on identification and ongoing review of internal controls in line with the Group Internal Control Framework, and expanding where required, to meeting regulatory requirements. This position works closely with senior management, internal and external contacts, and will be the SME for all Pre and Post-Bid Risk matters, including, but not limited to: Bid Reviews, RFQ's, RFP's, Insurance, Bonding, LOC's, and communications with joint-venture partners.Responsibilities:Develops a process for identifying, reviewing, assessing, monitoring, and challenging all business, functional, regulatory, and operational risks.Supports in the ongoing review and update of the US Strategic Risk RegisterSupports Divisions and Functions in their ongoing review and update to Strategic Risk profiles and escalation of any risks to the US Risk RegisterChairs the Strategic Risk Management Committee (SRMC)Establishes the agenda and objectives of the Strategic Risk Management CommitteeSupports the implementation of the ERM framework, processes, and tools across the portfolios including attendance and presenting at assigned forums on operational risk profilesSupports the development of a Fraud Risk Assessment for the Civils US business, ensuring ownership of high-level risks are effectively allocated across the business and integrated into Business and Function Risk Profiles Supports the identification, documentation and ongoing review of Internal Controls as part of the Group Internal Control FrameworkWorks with internal stakeholder groups such as Operational Assurance, US Internal Audit and Ethics and Compliance teams to support identification of common findings control gaps across the Civils business and provide advice to Management on where risk may be presented Provide support on and be the key point of contact for Civils US with the Group Risk Management team on the use and ongoing maintenance of the IRIS Enterprise Risk Management SystemResponsible for cascading effective Enterprise Risk Management standards and processes throughout the BBI US organizationResponsible for training on the implementation of the ERM framework, risk identification, control identification, processes, and toolFacilitates risk workshops on an ad hoc basisContributes to the development of new policies, concepts, techniques, and standards. Considered an expert in the field within the organization.Provides insight to new Group requirements, regulatory requirements, and trends that could impact the organization.Essential Job FunctionsProvide prequalification and bid materials to Willis bond team for reviewObtain insurance quotes for coverages outside standard programsCoordinate the execution and delivery of bid bondsCoordinate as needed with JV partner(s)Project Insurance and Bond supportCoordinate deliveryexecution of needed bondsObtain needed Certificates of Insurance (COI)Review as needed sub's COI'sReview as needed sub's bondsReview any sub proposed contract revisionsInsurance ClaimsOversee reporting, investigation, and resolution of insurance claims (including Workers Comp., General Liability, Auto, etc.)Obtain information as needed for insurer claim repsReview progressstatus of claimsConduct quarterly claim reviews with carrier claim repsReview reserve changes and settlement authority requestsCoordinate the allocation and payment of monthly loss billingsTrack and monitor progress on first party claimsSharing 'Lessons Learned' from experience with senior managersInsurance Program RenewalsCollect needed exposure data from RegionsCombine and assemble exposure data for annual renewalsRespond to questions and provide additional information requestedMeet with broker and insurers as neededReview renewal quotespricing and select best option(s)Advise BBII management team on status and expected changes in rates or program structureObtain actuarial review of claim dataDetermine new allocated rates and advise teamReview, approve and process invoices - review and OK allocations on shared programsCoordinate the distribution of fresh COI'sCoordinate reporting as needed with monopolistic state insurance programsBond ProgramProvide data as needed on results, financials, job status, backlogProvide rate information to RegionsAttend meetings with sureties - Peer Review; Annual UpdateCheck, approve and process invoices on P&P, misc. and project close-outsObtain needed miscellaneous bonds (permits, releasejudicial, license, etc.)Maintain schedule of bond approval authority levelsLetters of CreditObtain and maintain LOC's as needed - coordinate with UK Treasury Dept.Approve, allocate and process quarterly LOC invoicesMaintain files on LOC'sObtain amendments or other changes as neededAllocate BBII's share of surety program LOC cost to projects as new P&P bonds are issuedEnterprise Risk Management (Risk Registers)Assist in developing and reporting Enterprise (ERM) Risk Register, for UK requirementsTrack and maintain remaining NECC life insurance policies - redeem policies as they matureIssue updates and guidance as needed on Gated Lifecycle procedures - authoritiesEligibility RequirementsTen (10) years of related experience in Enterprise Risk ManagementAn understanding of risk and control processes and application in medium to large organizationsAbility to engage Senior management with good interpersonal and influencing skills at all levels of the businessExperience in US government regulations and complianceBuild and maintain relationships with multiple stakeholder communitiesAbility to work in a team environment on broader strategic initiatives as well as individual delivery of specific deliverables, achieving solutions sometimes under time pressureA team player, willing to contribute to the development of the function A self-starter who can manage their own time and proactively seeks and executes activities that contribute to the development of the functionAttention to detail and ability to see tasks through to completionCapability and experience in facilitation skillsCompetent delivery of reports - both orally and writtenProficient in Office 365 applicationsTypical Physical Demands and Work ConditionsRegularly uses hands to manipulate phones, computer keyboard and similar tools.
