The small team designs and implements traffic calming measures, conducts outreach events around projects and general traffic safety, optimizes traffic signal timing, reviews traffic studies, enhances active transportation infrastructure, and improves citywide signing and striping to ensure the safe movement of all users. Additionally, the division uses Intelligent Transportation Systems (ITS) to reduce traffic delays and improve roadway network operations.About the PositionThe City of Walnut Creek is seeking a collaborative, team-oriented individual to join its Traffic Engineering Division. Much of the work will be completed in an office environment, with occasional in-field visits.The Assistant Traffic Engineer position performs varied professional traffictransportation and civil engineering work in the design, construction, inspection, and coordination of a variety of public works projects; reviews, performs andor oversees work, studies, and plans related to traffic safety, traffic operations, traffic infrastructure, development, intelligent transportation systems, transportation planning, and curb addition to the activities outlined for the Assistant Traffic Engineer, the Associate Traffic Engineer takes on more complex professional engineering work and serves as a project manager for traffic engineering projects. Representative DutiesAssistant Traffic EngineerReviews and comments on Plans Specifications and cost Estimates (PS&E) related to signing, pavement markings, traffic signals, traffic calming, signal interconnect, and development plans;Collaborate and coordinate with other divisions and departments, consultants, developers, contractors, residents and property owners in the review and approval of development, traffic calming, traffic sight distances, and related traffic engineering work;Prepare presentations to the City Council, Commissions, and other groups; and Attend meetings, offsite trainings, and conferences as it relates to Traffic Engineering to cultivate best practices applicable to the City of Walnut Creek.Associate Traffic EngineerIn addition to the representative duties for Assistant Traffic Engineer an Associate Traffic Engineer:All the following items may be direct responsibilities andor involve supervision of subordinate staff for the same.Plans, organizes, and directs traffic engineering work related to traffic signals, signing, and pavement plans and reports;Performs detailed safety analysis and plans, designs, and implements safety countermeasures as needed;Assists and directs staff members on complex traffic engineering challenges to ensure project goals and timelines are met including developing work schedules and assigning tasks;Assists developers and development team by serving as a project transportation engineer;Assists in the selection and oversight of consultants for tasks such as signal timing studies, traffic data collection, and development of transportation-related documents and plans;Prepares special reports in support of division activity;Provides direct support and coordination with neighborhoods, school districts, and businesses on traffic related issues;Oversees, plans, and analyzes the "use of the curb" as it relates to parking, bicycle facilities and amenities, transit stop locations, loading, activated spaces, and other specialized uses; andAssist in the preparation of the operating budget and advise personnel on administrative policies, procedures, technical problems, priorities, and methods.The Associate Traffic Engineer duties are generally more complex and may be of substantial intricacy. Work assignment is performed within an established framework under general instructions but requires simultaneous coordination of assigned functions or projects in various stages of completion. Supervises the work of supporting engineering team.Knowledge, Skills, and AbilitiesAssistant Traffic EngineerAbility to communicate effectively both orally and in written English to the public, commissions, City Council, and city staff regarding transportation projects and issues; Considerable knowledge of current traffic engineering principles and practices applicable to assigned function; Familiarity with traffic engineering standards and principles; Knowledge and abilities with AutoCAD, Synchro, and traffic engineering related software as well as standard word processing, spreadsheet, and database software;Ability to perform field investigations of roadway elements as necessary; andStrong interpersonal, analytical, and organizational skills paired with proficiency in both field and office engineering tasks.Associate Traffic EngineerIn addition to the knowledge, skills and abilities for Assistant Traffic Engineer an Associate Traffic Engineer will have:Relevant experience to make decisions and solve complex technical problems; interpret codes and criteria; apply advanced computation tools, including computer aided design and optimization software, along with modern programming techniques to support innovative and efficient engineering solutions;Ability to determine priorities, and to plan, assign and direct the work of sub-professional and professional engineering personnel;Ability to make independent investigations in the review of engineering problems and make recommendations for improvement;Ability to read, evaluate, and interpret complex plans, specifications, technical reports and electronicelectrical schematics; andWork effectively and collaboratively with other employees, outside agencies, and citizens.
