Description of JobDivision of Gaming:Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.What we do:The Sports Betting Field Investigations work unit provides crime investigations, identifies and interviews suspects, collects evidence, interviews witnesses, and evaluates criminal activity in response to complaints associated with sports betting wageringProcessing license applications and collect fees.Conducting background investigations of applicants.Criminal and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various types of consumerpublic harm.Conducting criminal investigations.Conducting compliance inspections.Providing educational services to licensees and the public.A typical day as a Criminal Investigator V:Supervise and assist in conducting investigations Criminal Investigators (Working Titles: Cyber and Financial Crimes and Financial Investigators) and assist the Agent in Charge. Supervises investigators who perform as the agency's expert on criminal financial investigations and investigation of publicly traded companies, and on the securities laws of state, federal, and foreign governments; to advise other investigators in the field offices about securities laws and about what information can, and should be, sought from an applicant or any other source; to enforce the Colorado Limited Gaming Control Act of 1991, the Sports Betting Act, the Colorado Gaming and Sports Betting Regulations, conduct complex criminal and background investigations. Conducts yearly evaluations and communicates to Human Resources employee issue. Recommends training to investigators for succession planning and growth.Primary Duties:Supervision - Regulatory EnforcementResponsible for the daily operation of background investigations, functions, and staff. Assigns and monitors the caseload, reviews work products for completeness and accuracy, and schedules staff to ensure adequate coverage. Conducts any investigations needed by the work unit.Responsible for performance planning, reviews, and final evaluations. Recommends corrective and disciplinary actions.Acts as a Division resource for financial training for investigator positions. Provides training and makes presentations when requested. Responds to verbal and written inquiries concerning gaming laws, regulations, and licensing. Remains current on Limited Gaming Statutes, Regulations, and Internal Control Minimum Procedures and applicable criminal and civil statutory law and case law.Performs as Acting Agent in Charge of the local office in the absence of the Agent in Charge. Conducts yearly evaluations and communicates to Human Resources employee issues. Recommends andor provides training to investigators for succession planning and growth.Supervision - Conduct Financial InvestigationsThe position's primary duty is to supervise complex financial investigations, and backgrounds, and assist investigators who investigate companies and individuals seeking a Sports Betting license in Colorado, or who are already licensed. Conducts Financial Investigations as needed by the work unit.Since many applicants are publicly traded companies, the position must have detailed knowledge about securities reporting requirements each applicant must fulfill, as well as how the securities markets function, to understand how capital can be, and is, raised. The position must be an expert on how to conduct complex financial investigations of businesses and must be able to guide subordinates in this vestigation of individual owners and company management to determine their suitability for licensing, a determination based on their business practices, and on each individual's personal, financial, criminal, and legal histories.Supervision - Conduct Criminal InvestigationsSupervise and assign investigations to Criminal Investigators and as needed this position will conduct criminal investigations. The Criminal Investigator conducts investigations into any matters regarding licensing or applicants that violate the Colorado Limited Gaming Control Act of 1991, the Sports Betting Act, or any other local, state, or federal laws.The criminal investigators conducts investigations into hidden ownership and money laundering schemes, sources andor distribution of illegally obtained funds, and thefts by associated and non-associated individuals. The position must have detailed knowledge of the various ownership and control structures of businesses.A thorough knowledge of auditing and accounting principles and techniques, court procedures, and rules of evidence in addition to well-developed investigative skills and techniques are required to perform these investigations. The position must be able to guide subordinates in these principles, procedures, and techniques.Supervision - Background InvestigationsSupervises, plans, coordinates and conducts complex investigations involving domestic and international entities. The purpose of the investigation is to: determine and evaluate areas of tax information, financial documentation, asset identification, source of investment funds, reputation, civil litigation, criminal history, accuracy of provided disclosures, and areas of fraud and misrepresentation. Conducts investigations as needed by the work unit.Prepares detailed written reports and presents findings to the Colorado Limited Gaming Control Commission to determine suitability for licensure. Conduct annual (or as needed) renewal, expansion or change of ownership investigation then complete a detailed written report and present the findings to the Colorado Limited Gaming Control Commission. This position verbally presents the findings of investigative reports to the Colorado Limited Gaming Control Commission as needed by the work unit.
