Must possess and maintain a state of Georgia Professional Engineer License or Water Distribution Operator License. Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.Examination:The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. ADDITIONAL INFORMATION WILL NOT BE ACCEPTED AFTER APPLICATIONS ARE RECEIVED BY THE DEPARTMENT OF HUMAN RESOURCES MANAGEMENT.Purpose of Classification:The purpose of this classification is to provide overall management direction for the Water Supply Distribution System including developing policies and procedures, budgets and oversight of asset management. Oversees the Storm water Management Program and Water and Sewer development review and permitting program.Essential Functions:The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.Responsible for the potable water distribution system in North Fulton County service area including the transmission and distribution water network, pump stations, and water storage facilities.Oversees the development review and permitting process for new developments in North and South Fulton County that access, expand, or ties into the Fulton County water and sewer network.Implements the NPDES Stormwater permit for the unincorporated area of Fulton County as required by the Georgia EPD.Establishes and implements the potable water program vision and direction. Maintains knowledge of performance in the industry through professional associations and publications as well as attendance at seminars, meetings and conferences. Develops and implements business plans consistent with the goals of the department and within budgetary and policy constraints. Monitors the operations performance to ensure goals and objectives are being met.Assures compliance with Federal and State Regulations. Develops and promotes changes to County Codes and regulations to resolve conflicts with program functional requirements. Prepares documentation to present to the Board of Commissioners for approval.Resolves conflicts between operational concerns and policies and procedures. Revises policies and procedures to resolve conflict and promote operational efficiency. Coordinates with other departments and jurisdictions to ensure their interests are being met.Resolves customer and constituent concerns and responds to General Public concerns about various program issues.Assures program resources are appropriately, effectively and efficiently utilized by writing and reviewing specifications for procurement. Establishes procedures for evaluation of proposals, bids and quotes for recommendation to the Board of Commissioners.Serves as County's policy representative to the Metropolitan North Georgia Water Planning District Governing Board and Technical Advisory Committee. Serves on the Technical Advisory Committee for the Atlanta-Fulton County Water Resources Commission.
