Job Title: Emergency Communications EngineerLabor Category: Specialist 2Location: Brooklyn NYJob Type: ContractWork schedule: Normal business hours Monday-Friday 35 hoursweek (not including mandatory unpaid meal break after 6 hours of work)Duration: 1 YearsPay Rate: $60 - $70 per hourJob Description Justification:The Emergency Communications Engineer, reporting to the Director of Emergency Communications, as part of the Public Safety and Emergency Management division, is responsible for providing support for the communication services and technologies that make up the NYC 911 and emergency response services for the residents and visitors of New York City. It is urgent that we fill this role as soon as possible to ensure that there are no impacts to life safety support services or delays with any critical projects.SCOPE OF SERVICES:Oversight of vendors supporting emergency communications, telecommunications services, and infrastructureCoordinate with 911 Originating Service Providers, neighboring jurisdictions and Emergency Communications Relay CentersDeployment of and support for Emergency Communications network infrastructure including racking and cabling equipmentConfigure and test Emergency Communications network infrastructureTechnical support for E911 and NG911 telephony and telecommunications systems and services associated with 911 call delivery to New York City's Public Safety Answering CentersTechnical support for Text-to-911 (TT911) services, including inbound and outbound SMS, MMS and RTT technology and servicesTechnical support and oversight for vendor managed ESInet services and systemsTechnical support for Public Safety Unified Communications systems and servicesTechnical support for all emergency point-to-point, alarm relays, automated inbound 911 relays, telematics and third-party 911 communicationsTriage and investigate incidents involving communication, infrastructure and service failures, including identifying root cause and remediationTechnical support for 911 and TT911 test environments within the 911 lab, validate test cases and results.Provide Emergency Communication technology asset management supportMANDATORY SKILLSEXPERIENCE Note: Candidates who do not have the mandatory skills will not be considered8+ years of experience working in a data center or in the field supporting related work8+ years of experience in network support, LANWAN troubleshooting.8+ years of experience in communications routing, transport and delivery (Wireline, Wireless and VoIP)8+ experience using documentation tools (MS Excel, MS Visio, MS Word, Etc.)Working knowledge of networking hardware and topologiesWorking knowledge of telecommunication cabling standards, ability to pull and terminate cabling in a variety of customer environmentsWorking Knowledge of computing systems and hardwareExperience with LEC circuits termination and turn-upAbility to perform physical work related to the jobAbility to follow detailed job documentsMust be willing to travel within the NYC region to meet customer SLA'sMust be willing to work on-call, after hours and weekends when requiredDESIRABLE SKILLSEXPERIENCE:Bachelor's degree from an accredited college in computer science or related area of studyStrong oral, written, and presentation skills; ability to communicate in a credible and confident manner in clear, concise languageExperience with Emergency Communications infrastructure, systems, applications and related technologiesKnowledge of E911 call routing, selective routing, trunking and location-based routingKnowledge of DMS and ACD systemsKnowledge of ANI ALI services and functionalityKnowledge of 9-1-1 Call Handling SystemsKnowledge of Land-mobile-radio systems, P25 conventional and trunked networksKnowledge of NG9-1-1 ESINET call routingKnowledge of SMS, RTT, TCC routing, SMS aggregationKnowledge of GIS and location-based identification systems
