2024 Roadmap - Short Descriptions 2024 Pre-Project Discovery - Maintain a backlog with a list of work in progress and potential To-Do initiatives related to the Resident's First Initiative FAS NCT CaseWorks Implementation - work in progress with NCT to implement digitized case document management and workflow; PM assigned CAFE Phase 4 Simplification - Core Team Members are facilitating the efforts to gradually retire an internal application used to create Ramsey ID numbers (CCI) and provide information on case workers and resident program participation. Work is being done in phases. Needs some PM support to update workplans and meet EPMO standards CaseWorks 3rd Party Reviews - PM assigned to NCT CaseWorks is facilitating this effort and monitoring the need to contrast and compare potential use of some 3rd party applications recommended to be used with CaseWorks; also providing facilitation with IS Intake and support needs Phone Optimization - Continuous improvement for resident connection with Ramsey workers; several deliverables completed; work continues Worker Caseload Reports - reporting using SAPBOBI to help workers address program and policy related to case management to enhance revenue recapture BlueZone Scripts - keeping up with Client script changes to facilitate completion of forms and data for State systems; PM assigned User Set Up Form Build Phase - needs a PM assigned; analysis and solution recommendation in progress Social Services Case File Management - product selected, March review with the Technology Governance Committed; Program Manager to facilitate with the Core Team; need to solicit funding to move forward 13 Primary Responsibilities Program Manager Primary Responsibilities Has ultimate ccountability to deliver the projects within the program on time and budget. Understands the program drivers nd expected business outcomes. Identifies, evaluates, and prioritizes projects nd other components within the program. Develops business cases (SBARs i.e., Situation, Background, nalysis, Recommendation). Continues to support the program structure: pproach Structure Governance Staffing model Management plans Roadmap Ensures program components i.e., projects nd program ctivity, re staffed to realize optimal value. Supervises project managers and coordinates with leadership personnel ssigned to the program to ensure the program goals are met (i.e., Sponsors, Project Management Business Liaisons nd Team Members). Identifies, defines nd develops measures for benefits; forecasts nd reports benefit realization. Makes trade-offs to ensure optimal benefit realization. Logs and follows through to disposition program-related risks, action items, issues, and decisions. Develops, leads, nd facilitates program governance structures. Fosters trust-based relationships with key stakeholders. Reports program status to identified udiences. Oversees the building of the project teams that will implement the projects within the program. Develops, monitors nd updates the program budgets in collaboration with Core Team. Coordinates with Procurement, contracting, dministrative and technology departments as needed i.e., monitor progress, adherence to contracts, facilitate the editing nd completion of contracts s needed.. Works with the State (ClientMINIT), MnCCC nd MACSS user groups to ensure that the program direction is in business nd IT alignment with their plans. Performs other responsibilities nd duties as assigned. NOTE: The Program Manager will be heavily involved in evaluating the need for an additional Project Manager in the future to support the 2024 Roadmap for Human Services Modernization. The Program Manager will source program resources with the Human Services Core Team and the EPMO or Information Services s ppropriate. 14 Candidate Qualifications Candidate Qualifications Mandatory Qualifications: B.S. or B.A. degree (4 year) (or Associates degree plus an additional 5 years' experience) 5+ years experience in a program management role with technology and process modernization both in scope Intermediate-level skills MS Office Suite and MS Project Desired Qualifications : Experience managing programs in state, county, or city governments or non-profit sector PgMP or PMP certification from PMI, or other programproject management certification Note: Diverse and bi-lingual candidates are strongly encouraged to apply. The consultant resource for this position will be managed by the Enterprise Project Management Office. The Program Manager consultant will work with a Project team comprised of core team members including sponsors, functional leads, technical resources, external staff and departmental subject matter experts. The Project team resources work in a hybrid environment with the contracted consultants working primarily from their home offices . Work will be primarily conducted during standard business hours. Ramsey County employees work in a hybrid environment. Remote collaboration tools are available, including County issued laptop, Microsoft Teams and remote access. Project Schedule: nticipated Project Start Date: s Soon As Possible nticipated Duration: through 123124 Estimated Hours: Full time, limited to 40 hours week The County will retain the option to extend the work orders in increments as determined by County staff. Reserved date for interviews: 3523 AM hours The total duration of the interview will be approximately 45-55 minutes. Candidates selected for the interview will be asked to submit sample work products that reflect their current understanding of the program deliverables and outcomes outlined in this sourcing document (e.g., benefits register and profiles, program plan, integrated risk register, etc.). Sample work products should be submitted by 3123 at noon. The interview panel will review the sample work products prior to the interview and will discuss submissions with the candidate at the end of the interview. Candidates will be emailed the interview questions approximately 30 minutes before their scheduled interview start time. The panel reserves the right to end interviews at any time if it deems the candidate does not fit our requirements.
