In pursuit of those goals, OPS coordinates multi-disciplinary public safety efforts across City government and with community and institutional stakeholders. Currently, OPS has over 100 staff and is home to five (5) individual offices: Office of Criminal Justice, Office of Safe Neighborhoods, Office of Reentry Partnerships, Office of the Victim Advocate, and Town Watch Integrated Services.The Office of Safe Neighborhoods (OSN) implements strategies and initiatives to prevent, reduce, and end violence in Philadelphia. OSN is particularly focused on addressing gun violence.The Office of Criminal Justice (OCJ) advances the Parker Administration's goals of public safety and community well-being through collaborative and data-driven initiatives in Philadelphia's criminal and juvenile justice systems.Town Watch Integrated Services (TWIS) is a volunteer focused safety effort. Residents of the community who wish to volunteer for their community will receive assistance from Town Watch Integrated Services.The Office of Reentry Partnerships (ORP) was formed in August 2019 to elevate and organize citywide reentry efforts and support the Kenney administration's goals for criminal justice reform, violence prevention, and community reinvestment.The Office of the Victim Advocate (OVA) was opened in February 2022 to provide coordination, strategic planning, and service provision oversight for victims, co-victims and survivors of crime, with a special emphasis on gun violence and homicide.The Overdose Response Unit (ORU) is committed to saving lives and rejuvenating the communities that have been most affected by the opioid crisis. This unit works across City departments and within Philadelphia's neighborhoods to: lead citywide opioid response strategies, target interventions where opioid overdose happens most, and align city resources and share expertise across departments.Job DescriptionPosition SummaryThis position will work with the AVCGP Program Managers and fiduciary partner to ensure timely payments to grantees, monitor both the fiduciary and technical assistance partners for fiscal and contract compliance, assist with the preparation of city budgets and quarterly reports, and prepare expenditure reports and reconciliations for all other OPS grants.This is a financial position that will report directly to the OPS Director of Finance & Administration.Essential FunctionsThe OPS Fiscal Analyst will be responsible for the following duties:Anti-Violence Community Partnership Grants (AVCPG)Attend weekly meetings with AVCPG program managers and fiduciary partner agency.Work directly with grantees to resolve any budgetaryfinancial reporting issues.Attend meetings with grantees.Monitor grant compliance by reviewing and approving grantees' supporting documentation submitted with spending reports.Monitor contract compliance of fiduciary partner agency.Ensure timely and accurate payments to grantees through collaboration with fiscal partner agency and AVCGP program staff.Ensure timely and accurate payments to fiduciary partner agency and technical assistance providers.Work with the fiduciary partner agency to resolve any grantee payment andor budgetary issues.OPS Financial AdministrationAssist with the Preparation of the department's Operating Budget and Target Budget.Assist with the preparation of the department's quarterly budget Updates.Prepare and submit grant expenditure reports to grantor agencies.Track all revenue receivables due to the department.Other duties as petencies, Knowledge, Skills, and AbilitiesKnowledge of:Accounting principles and practicesMicrosoft Office Suite SoftwareCity systems (FAMIS and ACIS) recommended, but not required.Skills:Strong communication and problem-solving skillsStrong organizational skills and attention to detailAbility to:Analyze and comprehend organizational and procedural problems and make recommendations.Implement policy and procedural changes.Establish and maintain effective working relationships with departmental staff, contracted agencies, and the public.Maintain accurate and complete financial records.QualificationsPreferred Education and Experience: Completion of a bachelor's degree program at an accredited college or university with major course work in accounting, finance or business administration.Three (3) years of experience in budget, accounting or auditing at a governmental agency or non-profit organization.Additional InformationTO APPLY: Interested candidates must submit a cover letter and resume.Salary Range: $72,000 - $85,000Discover the Perks of Being a City of Philadelphia Employee:Transportation: City employees get unlimited FREE public transportation all year long through SEPTA's Key Advantage program.
