Leidos QTC Health Services, LQTC, is seeking a Senior Contracts Manager to support our growing Health portfolio. This role is a key leader in contract administration, responsible for managing external client interactions, providing cradle-to-grave contract support, advising junior contract staff, and ensuring compliance with company policies, regulations, and applicable laws. The ideal candidate will have strong negotiation skills, the ability to manage complex contracts, and the capability to work independently and as part of a high-performing team.Primary ResponsibilitiesSpecific expert knowledge includes RFP analysis, hands-on proposal development including the development of terms and conditions, coordination of appropriate internal reviews, contract negotiation, and contracttask order administration, execution, and closeout. This position serves as the primary interface collaborating and negotiating with Government contracting counterparts on billion-dollar defensecivilian agency acquisition programs in support of managed health services. Ability to influence development of solutions that impact strategic program goals and business results, recommend and implements new solutions, processes, policies, standards in support of function and business area strategy and operations and represent Leidos interests during negotiations and contract management. Build and maintain strong customer relationships.Lean forward, be proactive and be able to communicate clearly and professionally in both written and verbal formats with external and internal customers, including leadership at various levels.Provide hands-on proposal development including the development of terms and conditions, identify risks with associated mitigation strategies, coordinate appropriate internal reviews, lead or assist in key contract negotiations, monitor contract performance, administer contracttask order, and perform closeout activities.Ensure compliance with LQTC policies, procedures, and federal, state, municipal, and commercial contract requirements.Provide strategic guidance and counsel to Operations teams and mentor junior contract staff.Collaborate with internal teams including programs, legal, finance, project control, and business development.Participate in early capture sessions to assess contract requirements and apply appropriate strategies.Review and negotiate contract terms and conditions to protect company interests and minimize liability.Redline and negotiate teaming agreements, non-disclosure agreements, licensing agreements, and intellectual property terms.Support internal and external audits and respond to data requests from customers.Basic QualificationsExpertise in federal contract management, with strong experience reviewing and negotiating terms and conditions.Exceptional interpersonal skills with measured and articulate communication skills; ability to build and maintain strong relationships with internal and external customers; proven history of building a team environment, fostering communication, listening to staff concerns, and reconciling internal issues or differences.Excellent negotiation skills, including redlining and structuring complex agreements.Experience managing various contract types, with deep expertise in firm-fixed-price contracts.Ability to thrive in a fast-paced, high-volume environment and manage multiple priorities.Strong interpersonal skills to engage effectively with executive leadership and resolve complex contractual issues.Experience leading contracts for large proposals and contract portfolios.Ability to travel up to 15%Proficient with Adobe and Microsoft Office Suite, including Excel, Outlook, PowerPoint, and Word.Preferred QualificationsBachelors degree with minimum of 10+ years of relevant experience or a Masters degree with minimum of 8+ years of experience. Additional years of experience will be considered in lieu of a degree.Experience with Veterans Affairs, Defense Health Agency, Department of Health and Human Services, and commercial contracts is a plus.Pay and BenefitsSalary range: $135,000 - $165,000 w up to 9% bonus eligibilityThe Leidos QTC Health Services pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
