DescriptionWho We Are BioMarin's Technical Operations group is responsible for creating our drugs for use in clinical trials and for scaling production of those drugs for the commercial market. These engineers, technicians, scientists and support staff build and maintain BioMarin's cutting-edge manufacturing processes and sites, provide quality assurance and quality control to ensure we meet regulatory standards, and procure the needed goods and services to support manufacturing and coordinating the worldwide movement of our drugs to patients. SUMMARYThe Project Controls Analyst 2 supports key Facilities and Engineering Maintenance Business Office (MBO) objectives with a particular emphasis on Purchase Order (PO) requisitions and Contract preparation, submission, coordination, management, administration, and related provider worker on-boarding. The Project Controls Analyst 2 will be the primary interface between Facilities and Engineering, Legal, Suppliers, Procurement, and Finance departments to coordinate all PO and contract processes that supports the Facilities and Engineering department. This is a cross-region position covering all California campuses: Novato, San Rafael, Petaluma, and ROW Sites as needed.RESPONSIBILITIESProcess Purchase Order (PO) requests for Goods, Services, and SoftwareProcess required contract types (NDA, MSA, MEPSLA, MAMSA, SOW, Sales Orders) and coordinate between Facilities and Engineering, Legal, and Purchasing departmentsInitial document creation of NDAs, Change Orders, and SOW contractsProcess requests for new SuppliersVendors related to PO requestsProcess New and Extension requests for Provider Workers (vendor-supplied workers) related to active contractsProcess Change Orders to adjust existing PO, Contract amounts and or datesTrack status of all requests from users and provide status to users as neededProvide coordination between BioMarin Legal and Supplier Legal to resolve contract languageTrack contract expirations and coordinate with CC Owners for extensionReview existing contracts for appropriate services as requested in SOWs to ensure new service requests are legally covered and to ensure controls are in place for contract management.Knowledge of SAPOBIEEOracle for financial research and reviewSupport Accruals, including assessments of Value of Work in Place (VOWP) progress based on site inspections.Support both department and projects with meeting management tasks such as scheduling meetings, establishing and informing attendees and speakers, and supporting presentation development.Support Procurement coordination of tasks including the RFP Process, GC Buyouts, Competitive Bids, Vendor Evaluation, Vendor Job Walks, and vendor management support.Coordinate the processing of PO Requisitions with Project Controls Engineer and report escalations as needed to leadership.Assess and support of enforcement of Enforceability & Controllability as a Subject Matter Expert on Contracting and Procurement Processes - comprehensive knowledge of all aspects of vendor engagement.Review existing contracts for appropriate services as requested in SOWs to ensure new service requests are legally covered and to ensure controls are in place for contract management.Conduct Training and engage with all levels of the organizationIdentify changes and improvement to the business process through internal gap analysis.Reporting Tracking Monitoring performance to meet project timelines, including generation of Project Metrics and KPI reporting.General responsibilities:CollaborationCoordination with all levels of the Facilities and Engineering departmentaAbility to work independently and prioritize work across multiple projects to meet due datesOther duties s as needed or assigned SCOPEA Specialist in Facilities and Engineering Contracts processes and maintains Master Agreements, Statements of Work (SOWs), and on-boarding off-boarding of provider workers. This requires coordination with cross functional groups to ensure facility maintenance can be performed per schedule. EDUCATIONBachelor's Degree or equivalent dividuals will be expected to take part in job-related training courses.EXPERIENCEMinimum of 2 years of directly related experience in PO requisition andor contract administrationmanagement (Law firm, or corporate outsourcing procurement environment)Experience in a GMP regulated environment (part 11 compliance), pharmaceutical industry andor clinical research environment highly desirableHighly organized, detailed oriented, able to keep up with many changes and multiple priorities, and coordinate multi-discipline projectsGood negotiator and communicator. Able to interact and manage expectations of diverse stakeholders, work effectively with all levels of management and employees.Strong office software skills (MS Word, Excel) and POContract Management software such as Coupa Spend Management and SpringCM Docusign CLM AribaProficiency with standard office software applications, including MS Word, MS Excel, MS Project, MS Power Point, MS Outlook, SharePointO365SHIFT DETAILSThis is a standard Mon-Fri shift.
