The resulting certified eligible list may be used to staff several current and future vacancies for this positionfunction only.GRADE 20 LOCATION OF POSITION Baltimore, Maryland POSITION DUTIESThe Compliance Division is searching for a new leader that will manage its corporate income tax team! Our perfect candidate is someone that has extensive experience in performing tax audits of corporate income tax returns, whether at the state or federal level. This person will also be well versed in federal and Maryland laws and regulations applicable to corporate income taxes and have experience in managing other auditors. This position works in the Business Tax Audit (BTA) Section of the division and performs managerial tax auditing work specific to Corporate Income and Digital Advertising Gross Revenues Taxes. The manager will lead and oversee the work of a team of corporate tax auditors and will provide direct supervision to the audit team's supervisor. Work also involves providing direction and guidance to internal and external stakeholders on various and complex tax laws, rules and regulations; observing office and audit program administrative activities to ensure compliance with state tax laws, administrative rules and regulations; and assisting the Chief and Assistant Chief Auditors in establishing office and audit program goals and objectives.MINIMUM QUALIFICATIONSEducation: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six years of administrative staff or professional work. NOTES: Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. ** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at OR PREFERRED QUALIFICATIONS Extensive experience performing corporate income tax audits for a state or federal department of revenue. Experience preparing corporate income tax returns and fluency in Maryland and federal laws and regulations which govern corporate income taxes. Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Management Accountant (CMA), or Certified Government Auditing Professional (CGAP). Bachelor's or Master's degree with major coursework in accounting, auditing, business administration, finance, economics, or a related field. Knowledge of accounting and auditing methods and systems; generally accepted auditing standards and procedures; the administration of state taxes; state tax laws, rules, and regulations affecting field of assignment; and legal, business, and accounting terminology. Skill in planning, assigning, and managing the work of others; in providing leadership and direction to staff; in identifying, resolving, and preventing tax-related issues by using strong analytical techniques and innovative approaches; in managing team activities and day-today operations to meet division and agency goals; and in the use of a computer and Microsoft Office applications such as Excel. Ability to establish goals and objectives; to develop and evaluate policies, procedures, and the law; to oversee the evaluation of financial records; to present audit findings and recommendations in a clear and concise manner to individuals andor at legal proceedings; to analyze and evaluate performance standards and make decisions on personnel issues; to exercise judgment and discretion in applying and interpreting departmental policies and procedures; to oversee special investigations of tax evasions and other tax fraud investigations; to maintain confidentiality and protect the privacy of state employees, taxpayers, and other members of the public; to communicate effectively, both verbally and in writing; and to supervise the work of others.
