This is highly responsible management level professional, supervisory andadministrative work with the overall responsibility for managing the Permitting and Licensing Division and the Building Plan Review Division within thePrince George's County Department of Permitting, Inspection and Enforcement (DPIE). The incumbent plays a key role by assisting the Director andthe Deputy Director in the continual overall appraisal of comprehensive department programs and activities. Work is performed independently underthe general supervision of the Deputy Director and is evaluated according to the degree to which established goals and objectives are accomplished.About The Agency:The Department of Permitting, Inspections and Enforcement (DPIE) is responsible for coordinating and enforcing standards that control what goes on before, during, and after construction. Staff from nine agencies, who work cooperatively on permit processing, business licensing, plan review, inspection and enforcement comprise Department of Permitting, Inspections, and Enforcement. The Mission of the Department of Permitting, Inspections, and Enforcement is to promote economic development in Prince George's County and protect the safety of County residents, businesses, and visitors through efficient permitting, inspection and licensing services to ensure compliance with established building, zoning and property standards codes. Examples of WorkExercises the full range of supervisory duties and responsibilities over subordinate professional, para-professional, technical, and clerical positions as defined in the Personnel Law, Section 16-102(a)(59).Provides management-level staff assistance to the DirectorDeputy Director in developing organizational goals and objectives, as well as developing general and specific methods and programs necessary for the achievement of those goals.Conferscoordinates with elected officials, municipal authorities, and other agencies in order to clarify and resolve actualpotential problems.Assists in the formulation and development of programmatical policies, goals, objectives, standards, and procedures.Provides management-level assistance to the DirectorDeputy Director by directing and coordinating the work of professional, para-professional, technical, and clerical positions.Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work. QualificationsGraduation from college with a Bachelor's Degree in Engineering or related field, which has provided the applicant with the necessary knowledge, skills and abilities to perform the duties in the appropriate executive level functional area. An equivalent combination of education, experience and training is also accepted.Preferred Qualifications:Professional Engineers License.Master's Degree in Business AdministrationExperience Managing Permitting Agency Functions - 10+ yearsExperience Utilizing Automated Permitting Systems and TechnologyExperience with Organizational Change ManagementEligibility to WorkExtensive knowledge of modern management principles and techniques.Extensive knowledge of the principles and methods of public administration and local government.Extensive knowledge of the functional area to which assigned.Ability to organize, supervise and evaluate the work of a diverse staff in a manner conducive to full performance and high morale.Ability to establish and maintain effective working relationships with associates, subordinates, representatives of other agencies, County officials, and the general public.Ability to express ideas clearly and concisely both orally and in writing.
