Matrix New Worldis currently seeking aSenior Marine and Coastal Regulatory Specialist for the New YorkNew Jersey metro area. Matrix is a growing full-service environmental services and engineering firm offering unmatched expertise in delivering some of the nation's most exciting and complex infrastructure, resiliency, and sustainability projects, including such projects as FiDi Coastal Resiliency, Battery Park City Authority Resiliency, and Bush Terminal Pier 6 Redevelopment. As aRegulatory Specialist, you will be responsible for leading strategy, coordinating with staff and consultants, engaging with regulators, and developing reports and permitting applications to obtain approvals from Authorities Having Jurisdiction (AHJ) for marine projects. The successful candidate will have broad experience with environmental review, regulatory permitting, and construction permits for bulkheads, piers, marine terminals, ferry landings, living shorelines, stone revetments, and other port-related infrastructure. Key Responsibilities: Minimum Qualifications: Base Annual Salary Range: $120,000 - $160,000 What you'll doLead coastal permitting projects and tasks in New York, New Jersey, Connecticut and other nearby states. Review and interpret federal, state, and local regulations to apply to a range of client's operations, equipment, and circumstances. Conduct alternative analyses to document avoidance and minimization measures for unavoidable impacts and develop mitigation strategies. Develop all required application materials and coordinating with clients, contractors, outside consultants, government agencies and company staff, including providing technical supportoversight to team members. Lead consultation efforts with commenting agencies such as SHPO, NMFS, USFWS. Support the completion of environmental reviews in accordance with NEPASEQRCEQRCEPA processes. Coordinate subcontractors including surveyors, sampling contractors and testing laboratories. Respond to requests from clients or regulators on data or information provided in communications, reports, etc. Develop new business and assist in the preparation of project proposals associated with permitting, dredging, sustainability, coastal resiliency, and nature based shorelines. Minimum QualificationsBS or MS in environmental or coastal engineering, marine science, or related field. Strong understanding of NYSDEC, NJDEP, CT DEEP, OLISP, USACE, NYSDOS, NYSOGS, NYCDCP, and NYCSBS processes essential. Proficient in MS Office Suite, GIS, and Bluebeam Revu 6 years of directly applicable marine and coastal regulatory and permitting experience Preferred qualificationsBusiness development experience with developers, contractors, and city, state and federal agencies a plus.
