IT Program Manager (Enterprise PMO) Location: New York, NY - (Hybrid - Need to work 2 days per week onsite) Locals preferred. Duration: Long termJD: Overview This pivotal position will be responsible for establishing, building, and managing the PMO within the IT department, including overseeing the creation and implementation of PMO standards, methodologies, and governance structures to support successful project delivery of key IT initiatives. The AVP will lead the PMO in aligning project and program efforts with the organization's business goals, ensuring effective prioritization, resource management, and delivery of key IT initiatives. The ideal candidate is a visionary leader with extensive experience in project management, proven success in building PMO functions, and the ability to drive complex projects to successful completion within a dynamic organization.ESSENTIAL FUNCTIONS Mature the PMO: Design, implement, and manage the PMO, including developing its charter, mission, and objectives in alignment with organizational goals. Define PMO objectives and governance frameworks, project management standards, methodologies, and processes to ensure consistency and efficiency in project execution. Drive the adoption of project management best practices, tools, and methodologies to improve the efficiency and effectiveness of project delivery. Develop templates, documentation standards, and reporting mechanisms to support project delivery and decision-making. Strategic PMO Leadership: Create and communicate a strategic vision for the PMO, aligning project portfolios with IT and business priorities. Partner with IT and business leadership to develop a project prioritization model that aligns with organizational goals and resource availability. Identify, manage, and mitigate project risks across the portfolio and establish contingency plans. Project & Program Oversight: Oversee the successful delivery of large-scale, complex IT projects and programs from initiation through execution, ensuring they are completed on time, within scope, and on budget. Act as the final escalation point for project-related risks and issues, developing and implementing mitigation strategies as needed. Resource & Capacity Management: Develop a resource management framework to effectively allocate staff, budget, and tools to meet project requirements. Establish capacity planning processes to ensure the PMO can manage current and future project demands. Build and lead a team of project managers, providing mentorship, professional development, and performance management. Continuous Improvement & Best Practices: Design and implement standardized project management frameworks, including Agile, Waterfall, and hybrid methodologies, to ensure consistency across all projects Drive a culture of continuous improvement by identifying opportunities to enhance project management practices, tools, and processes. Stakeholder & Change Management: Act as the primary PMO liaison with business and IT stakeholders, ensuring clear and consistent communication on project progress and outcomes. Lead change management initiatives to support the adoption of new processes, systems, and PMO standards across the organization. Collaborate with leaders to secure support and buy-in for PMO activities and address stakeholder concerns effectively. Reporting & Performance Metrics: Define metrics, reporting, and KPIs for measuring project performance and success. Develop and deliver executive-level reports on project portfolio health, PMO effectiveness, and strategic project outcomes. Provide insights into project prioritization, resource utilization, and financial metrics to drive informed decision-making at the executive level. Implement and maintain dashboards and other reporting tools that provide real-time insights into project and program statuses. EDUCATION & EXPERIENCE Bachelor's Degree in Computer Science, Information Technology, or related field; minimum of 10 years of experience in IT project management, with at least 5 years in a leadership role establishing or managing a PMO. PMP, PgMP, or equivalent certifications preferred. Agile and Scrum certifications are a plus.KNOWLEDGE, SKILLS & ABILITIES Proficiency in project management software (e.g., Microsoft Project, Jira, Asana). Strong understanding of SDLC, Agile, and Waterfall methodologies. Ability to effectively communicate with technical and non-technical stakeholders. Capability to analyze complex situations and drive data-informed decisions. Knowledge of IT infrastructure, software development lifecycle, and emerging technologies. High level of accuracy and attention to detail in project management and reporting activities.
