In addition to performing the typical tasks of lower Assignment Levels at a higher level, also performs the following: Examples of Typical Tasks:1. Directs all operations of a group of laboratories providing diagnostic services; directs the operations of the section providing proficiency testing and training programs for clinical laboratories.2. Initiates, plans, organizes, coordinates and schedules special studies related to improving services of the laboratories; modifies their techniques, or devises new methodologies.3. Supervises and monitors the work of the laboratory examiners or consultants inspecting laboratories under permit.4. Designates and initiates the study of new materials or methods to improve diagnostic procedures.5. Directs and initiates the study of new materials or methods to improve diagnostic procedures.6. Assists in the preparation or revision of specifications for laboratory layouts andor their equipment.7. Consults with manufacturers, vendors, and contractors concerning laboratory planning andor equipment.8. Appraises the need for laboratory supplies and equipment; prepares and forwards requisitions for their acquisition.9. Prepares annual budget requests.10. Prepares required activity and progress reports at scheduled intervals.Minimum QualificationsFor Appointment to Level II: 1. Valid license as a clinical laboratory technologist, cytotechnologist, or histotechnologist issued by the NYSED. For Appointment to Level III: In addition to meeting the qualification requirement of Assignment Level II, appointment to Level III requires: 1. One (1) year of full-time paid experience as a technologist in a clinical laboratory or blood bank. For Appointment to Levels IV and V: 1. In addition to meeting the qualification requirement of Assignment Level II, candidates must also meet one of the qualification requirements of a laboratory supervisor as outlined in Title 10, Section 58-1.4 of the New York Public Health Law.Title: Section 58-1.4 - Qualifications of laboratory supervisor Revision 7524 58-1.4 Qualifications of laboratory supervisor. The laboratory supervisor must meet one of the following requirements: (a) The supervisor is a physician licensed to practice medicine or osteopathy in the State of New York or in the state or jurisdiction in which the supervisor practices or an individual who has earned a doctoral degree from an accredited institution with a chemical, physical or biological science as the supervisor's major subject (accredited, as used herein, refers to accreditation by a nationally recognized accrediting agency or association, as determined by the United States Commissioner of Education), and either holds a certificate of qualification or qualifies as a clinical laboratory technologist as described in section 58-1.5 of this Subpart. The supervisor shall, subsequent to graduation, have had at least one year of pertinent experience in an acceptable laboratory. (i) As used in this section, "acceptable laboratory" means a clinical laboratory or blood bank as defined in Section 571 of the Public Health Law, with a laboratory director who meets or would meet the requirements of Part 19 of this Title and where such facility meets or would meet the Department's standards as outlined in this Subpart. This may include, but is not limited to: the anatomic and clinical pathology facilities of a hospital or health department; a testing unit of a university or medical research institution; an independent clinical laboratory or blood bank; a privately operated forensic testing laboratory; or a facility providing training andor experience in the testing of human specimens. (b) The supervisor holds a degree of master of arts or master of science from an accredited institution with a major in one of the chemical, physical or biological sciences, qualifies as a clinical laboratory technologist as described in section 58-1.5 of this Subpart, and, subsequent to graduation, has had at least two years of pertinent experience in an acceptable laboratory. (c) The supervisor is qualified as a clinical laboratory technologist pursuant to the provisions of section 58-1.5(b) of this Subpart and has had at least four years of pertinent experience in an acceptable laboratory subsequent to qualifying. (d) The supervisor is qualified as a cytotechnologist pursuant to the provisions of section 58-1.5(c) of this Subpart and subsequent to qualifying, has had at least four years of pertinent experience in cytotechnology in an acceptable laboratory having a doctoral level director qualified in cytopathology.
