They are qualified, once they undergo training and competency, to work in the various departments of the Laboratory. A clinical laboratory technologist embodies the area of practice defined in Article 165 of NYS Education Law and Tile 10 of NYS Public Health Law. Moreover, the technologists must have a competency assessment signed off by the Department Supervisor or Designee to work. RESPONSIBILITIESLaboratory Technologists V, are responsible for:Conducts primary scientific, technical, and administrative responsibilities for the department's operationSpecializes in one or more of the laboratory's specialties Supervises, trains, assign work of employees in the departmentunit, who are performing clinical laboratory testsanalysesEvaluates work performance of employees in the departmentunit, who are performing clinical laboratory testsanalysesOversees the ongoing clinical laboratory improvement program under permitSupervises, or participates in inspections to ensure the policies and procedures of the laboratory are complying on city, state, and federal regulation levelsPerforming procedures - Specimen Testing, Quality Control, and Proficiency TestingReporting and Documentation of ResultsAdhere to Safety ProtocolsPerforming examinationsAll Related Duties as Outlined in Laboratory SOPSUMMARY OF DUTIES AND RESPONSIBILITIESOversees all operations of the department, which includes providing diagnostic servicesDirect the operations of department in offering proficiency testing and training programsOrganizes, plans, initiates, coordinates, and schedule special studies on improving services in the laboratoryModifies techniques andor devises new methodologiesSupervises and monitors work of the examiners andor consultants inspecting the laboratory under permitDesigns and initiate the study of new materials andor methods that improve diagnostic testing and proceduresAids in creating blueprint, or redesigning the laboratory layouts, or placement of equipmentConsultant for manufactures, vendors, and contractors concerning the laboratoryPerforms regular clinical laboratory tests and procedures on blood, urine, blood fluids, and body fluids to assist in diagnoses and treatment on specimens submitted to the lab (performs bench work)Monitor and data entry and verify patient resultsReviews in-house and reference laboratory incomplete worklistReviews abnormalcritical result queueSupervisory responsibility for overall quality of operations of their clinical section of the LaboratoryDevelops and implements standard operating proceduresEnters raw data from instruments into computer systems to identify final resultsRecord results on report forms and laboratory reports (record books, electronic formsbooks)Able to process specimens.Able to prepare and examine slides andor smearsEnsures operation of analyzers and other instruments with calibration and quality controls; performs preventive maintenance following manufacturer's instructions; and troubleshoot instrument issuesUphold the quality control program; as well as, participate in the quality assurance program Reviews when the quality control program is performed by staffParticipates on an individual and as laboratory supervisor in ALL governmental proficiency test programsAdhere to ALL Laboratory and Hospital policies and proceduresOrganizes workflow to facilitate completion of assigned tasksResponds to STAT and routine requests within the expected turnaround timeFollows all NYS DOH, College of American Pathologists, JC, and CMS guidelinesMaintains a safe and clean working environment by following all infection control policies, biosafety policies, and hazardous waste policiesParticipates in Laboratory in-services, continuing education, internalexternal programs for quality control and proficiency required by regulatory agencies, as well as mandatory hospital in-services and trainingDemonstrate knowledge in the use of Laboratory Information System and EPICProvides information to medical providers by answering questions and requestsBe able to package, label, and standardize laboratory media, reagents, and controls to ensure the laboratory has suffice and up-to-date suppliesManage laboratory and equipment orders, as well as maintaining and trackingRecord results of important data on prepared products, or oversee this operationMaintains the necessary documentation and records to comply with JC, CAP, NYS DOH regulatory agenciesBe able to package, label, and standardize laboratory media, reagents, and controls for use during analysesOrders and maintains acceptable amounts of media, reagents, and other supplies (or aids supervisor in this task)Be able to generate reports, enter entries on charts, and maintain data and other records required for daily, weekly, or monthly observationMonitors and maintains inventory- laboratory supplies and equipmentPrepares and monitors requisitions for acquisitionsGenerate technical and other reports on daily, weekly, or monthly basis, as requiredCreatedesign the layouts for charts, logs, and other records, as well as, maintaining these documentsBe an expert witness for testifying in court or other proceedingsRepresent the health care institution in courtOffer expert testimony on laboratory findingsPrepares correspondences and generate (narrativelystatistically) reportsPrepares and monitors the creation of laboratory samples used in stimulated and split-sample proficiency testing of laboratories (clinical and others); Screens applicants for job requirements based on predetermined criteriaOffer liaison between laboratory staff and those responsible for administrative policies Prepares required activity and progress reports when requiredMinimum Qualifications1. Valid license as a clinical laboratory technologist, cytotechnologist, or histotechnologist issued by the NYSED. For Appointment to Levels IV and V 1. In addition to meeting the qualification requirement of Assignment Level II, candidates must also meet one of the qualification requirements of a laboratory supervisor as outlined in Title 10, Section 58-1.4 of the New York Public Health Law.Special Notes:Qualifying experience is not limited to New York State.Candidates that are solely licensed or issued permits to practice as cytotechnologists or histotechnologists may only be assigned work, including supervising personnel performing laboratory work, in a laboratory disciplinespecialty appropriate to their license or permit.
