To apply and find out more about the LACDA, please visit our website at DIVISION OVERVIEW:The Housing Operations Division (HOD) manages 3,229 public and affordable housing units located at 68 sites, serving more than 6,500 residents for the second largest housing authority in Southern California. HOD generates and utilizes the resources of the LACDA to provide quality affordable housing and expand opportunities to improve the quality of life in housing developments through the involvement of employees, residents, and community partners. Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the Division; establishes, within Authority policy, appropriate budget, service, and staffing levels. Manages and participates in the development and administration of the division's budget; directs the forecast of additional funds needed for staffing, equipment, and supplies; directs the monitoring of and approves expenditures; directs and implements budgetary adjustments as necessary.Selects, trains, motivates, and directs Division personnel; evaluates and reviews work for acceptability and conformance with division standards, including program and project priorities and performance evaluations; works with employees to correct deficiencies; implements discipline and termination procedures; responds to staff questions and concerns. Contributes to the overall quality of the division's service by developing, reviewing and implementing policies and procedures to meet legal requirements and Authority needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.Oversees the development of consultant requests for proposals for professional services and the advertising and bid processes; evaluates proposals and recommends project award; coordinates with legal counsel to determine Authority needs and requirements for contractual services; negotiates contracts and agreements and administers same after award.Prepares, develops, and implements short and long-range plans for a variety of division programs and projects; develops financial strategies for implementation; secures participation and input from various community members, service providers, and other stakeholders. Directs the collection and compilation of data and narratives for program evaluation; prepares reports for submission to executive management and oversight agencies on program metrics and outcomes; recommends and takes action on program evaluation outcomes as directed by management. Develops and maintains partnerships with community partners and external stakeholders, including state, regional, and local organizations to effectively leverage financial and technical resources in support of assigned functions. Collects and analyzes demographic, program, and industry data to recommend new programs for equitable access among diverse groups of residents and stakeholders to the Executive Director and Board of Commissioners. Represents the division to other Authority divisions, elected officials, and outside agencies; explains and interprets divisional programs, policies, and activities; negotiates and resolves significant and controversial issues.Conducts a variety of divisional organizational and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate. Participates in and makes presentations to a wide variety of committees, boards, and commissions. Attends and participates in professional group meetings; stays abreast of new trends and innovations related to assigned areas of responsibility. Oversees and participates in developing, receiving, reviewing, and processing information for a variety of division, and federalstate mandated reports and records; prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the Executive Director or Deputy Executive Director.
