DescriptionLocation: Work on project sites throughout the Mid-Adlantic region of the U.S..ECC is seeking an Assistant Project Manager to join our Environmental group. The ideal candidate will be close to our Abingdon, MD office, althought candidates in the Mid-Atlantic area are encouranged to apply as the work location is not a requirement. Candidates must be able to travel as needed. This Assistant Project Manager - Environmental position is primarily responsible for assisting in the management of project activities to ensure that the goals of the project are accomplished within prescribed time frame and funding parameters Furthermore, candidates should have a good understanding of and experience with performance-based project management, including scope, schedule, and budget balancing, risk mitigation, and finally riskreward identification and implementation. Experience with both CERCLA and RCRA is required, Requires the ability to support CONUS environmental remediation and performance-based programs. In this position you will:Assist Project Manager in the planning and coordination of activities designated to ensure that goals or objectives of the project are accomplished within prescribed time frame and funding parametersReview project proposals or plans to determine time frames, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of projectEstablish work plans and staffing for each phase of project, and arrange for recruitment or assignment of project personnelConfer with project staff and subcontractors to outline work plan and to assign duties, responsibilities, and scope of authorityDirect and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budgetReview status reports prepared by project personnel and modify schedules or plans as requiredPrepare project reports for management, client, or othersConfer with project personnel to provide technical advice and to resolve problemsCoordinate project activities with activities of government regulatory or other governmental agenciesManage supervisory responsibilities in accordance with the organization's policies and applicable lawsDevelop and Maintain Baseline Schedule per Regional Project Control Manager AcceptancePerform weekly and monthly schedule updates and develop as-built scheduleCoordinate and prepare 3-week look-ahead schedules or as required by contractCoordinate with Project Manager to document physical percent complete Coordinate, Develop and update Long lead Materials Tracking and update schedule accordingly.Preparation of required reports for Client invoices.Preparation of Schedule Projection (What-if) and Time Impact Analysis per Regional Project Control Manager AcceptancePreparation of Critical Path and Variance analysis reports for review with Regional Project Control ManagerCoordinate, develop WBS dictionary with Project Accountant Manager.Prepare and submit revenue forecasts to Project Accountant. Coordinate, Develop format with Project Accountant for information transfer on labor, equipment, materials, subcontracts, and other direct costs for Estimate to Complete (ETC) projectionsCoordinate and update with Project Accountant on Monthly PSRs preparation Review of subcontractor invoices prior to PM approval and submit to Project Accountant for payment addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position RequirementsAbility to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general publicAbility to work with company cost tracking (EZ TRAC Cost Point) and accounting systemAbility to define problems, collect data, establish facts, and draw valid conclusionsAbility to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variablesProven ability to implement programs to address complex needs and problemsCapable of communicating with persuasiveness and exercise effective negotiation techniques as neededCompetent in using Microsoft Office products, email systems, and WindowsAbility to develop, maintain, and effectively communicate project schedules. Includes the development of Network diagrams. Also, need to be able to use both Primavera and Microsoft Project scheduling software Three years experience with scheduling and project planning for large environmental projectsThree years working knowledge of applicable federal, state, and local environmental law regulations, and guidance as they apply to the region specified in the solicitationExperience with both CERCLA and RCRAEducation: Bachelor's degree in engineering, geology, chemistry, or science discipline. Additional Preferred Qualifications:A Master's degree is preferred40-hour HAZWOPER, 8-hour HAZWOPER supervisory and 8-hour HAZWOPER annual refresher trainingExperience with emerging contaminant characterization, cleanup technologies, and practical applicationsExperience with cost tracking and accounting systems, such as EZ TRAC and Cost PointProfessional Engineer License or Environmental ProfessionalThree years working experience in HTRW remedial action project management or hazardous waste disposal industryTwo years experience related to remedial construction at HTRW sitesECC targeted salary range for the US average is $63,242 to $101,661.
