Hi, Job Title: Program Evaluator Duration: 4 years Location: Washington DC - HybridRemote Client: Federal Pay rate: MarketFlexible Active Public Trust or Should be clearable. Note: Program evaluator *must* have public policy (same as grant specialist) or mastery of evaluation concepts, standards, methods, and tools. (Salesforce has grant management tool, so someone with that background)The Program Evaluator shall have demonstrated mastery of evaluation theory, concepts, standards, methods, and tools to assess the effectiveness and efficiency of federal grant programs, policies, and organizations. The individual shall have proficient experience and knowledge of federal grant-making policies, procedures, and administration. The individual shall develop, lead, and perform studies, analyses, and evaluations across a wide variety of grant-related domains to support agency goals and objectives. The Program Evaluator shall manage and evaluate programs and determine program objectives; develops work plan to implement an evaluation study; conducts assessment, measurement, and deliver effective communication and presentation of results and recommendations. The incumbent shall be responsible for developing and implementing best practices in data collection methodologies and analyses. The Program Evaluator shall have exceptional oral and written communication skills, strong audit experience, and demonstrated experience leading stakeholders through the strategy and process to define evaluation needs. Leads collaborative and relationship-building efforts across relevant internal and external stakeholders to support successful evaluation and assessment efforts. Must be detail-oriented and think logically. Possesses excellent problem solving and analytical skills and the ability to keep up with new business and technical concepts. Able to work with minimal supervision and possesses strong team leadership and risk management ability. The Program Evaluator shall be responsible for the writing and editing of routine and ad-hoc research and evaluation reports; policies and procedures; technical papers; and other written products necessary to support the performance requirements outlined in section 3. The Program Evaluator must have a minimum of: •Six (6) years of professional experience planning, conducting, and participating in the facets of performance requirements as described in Section 3 of this PWS and the experiences described above.
